【摘要】：近年來,隨著我國改革開放深入,來自各方面的信息量亦急劇增加。為了適應這一形勢,通信技術發(fā)生了前所未有的爆炸性發(fā)展。而隨著我國行政體制改革的步伐加快,電子政務也得到了快速發(fā)展,客觀上要求大容量、高效率地傳輸這些信息。與此同時,國外敵對勢力為了竊取我國的政治、軍事、經(jīng)濟、科學技術等方面的信息,利用各種手段對我國政府的信息安全造成了極大的威脅。縱觀國內(nèi)外政府信息安全問題的研究現(xiàn)狀,雖然在國家層面和技術層面的研究比較深入和廣泛,但關于地方政府在電子政務建設中信息安全問題的論述卻比較零散,缺乏系統(tǒng)全面的分析和研究,這在很大程度上制約了地方政府電子政務的健康發(fā)展。本文通過對大量的案例研究分析,得出如下結論：處理好信息安全問題是保障地方政府電子政務事業(yè)健康穩(wěn)定發(fā)展的關鍵所在。整篇文章以此為中心展開敘述。采用文獻研究法、問卷調(diào)查法、比較分析法等研究方法,對揚州電子政務網(wǎng)絡中各應用系統(tǒng)和主體的現(xiàn)狀作了深入研究,并在此基礎上利用統(tǒng)計學的方法對揚州市電子政務建設中存在的信息安全問題進行定量的分析,指出其存在的問題。一是信息公開前的審查制度落實不到位；二是應用系統(tǒng)接入點分散,不便集中管理；三是相關管理部門職能重復交叉。本文的創(chuàng)新之處首先在于選題上,作者在廣泛閱讀國內(nèi)外文獻及前期對理論研究的基礎上,直接針對揚州市政府在電子政務發(fā)展過程中信息安全現(xiàn)狀進行分析,指出其不足之處。然后,進一步從體系建設、安全管理和技術層面多角度、多方面分析出造成揚州市政府信息安全問題的原因。在此基礎上,結合電子政務信息安全策略和機制,根據(jù)理論和實證研究結果從加快信息安全法制環(huán)境建設、加強信息安全管理體系建設、完善信息安全技術保障體系三個大的方面提出10條有較強針對性和可行性的對策建議。
[Abstract]:In recent years, with the deepening of China's reform and opening up, the amount of information from all aspects has increased dramatically. In order to adapt to this situation, communication technology has an unprecedented explosive development. With the acceleration of the reform of administrative system in our country, E-government has also been developed rapidly, which objectively requires large capacity and high efficiency to transmit these information. At the same time, in order to steal China's political, military, economic, scientific and technological information, foreign hostile forces have made great threats to our government's information security by various means. Although the research on government information security at home and abroad is deep and extensive at the national level and technical level, the discussion on the information security of local government in the construction of e-government is rather scattered. The lack of systematic and comprehensive analysis and research restricts the healthy development of e-government to a great extent. Through the analysis of a large number of cases, this paper draws the following conclusions: it is the key to ensure the healthy and stable development of local government e-government to deal with the problem of information security. The whole article focuses on the narration. By using the methods of literature research, questionnaire investigation and comparative analysis, this paper makes a deep study on the current situation of the application systems and subjects in Yangzhou E-government network. On the basis of this, the paper makes a quantitative analysis of the information security problems in the construction of electronic government affairs in Yangzhou by using the statistical method, and points out the existing problems. One is that the examination system before the information disclosure is not in place; the other is the application system access point decentralized, inconvenient centralized management; third, the functions of related management departments overlapping. First of all, the innovation of this paper lies in the selection of topics. On the basis of extensive reading of domestic and foreign literature and previous theoretical research, the author directly analyzes the current situation of information security in the development of electronic government affairs in Yangzhou. Point out its inadequacies. Then, from the aspects of system construction, security management and technology, the causes of information security problems of Yangzhou municipal government are analyzed. On this basis, combining with the information security strategy and mechanism of e-government, according to the theoretical and empirical research results, we should speed up the construction of information security legal environment and strengthen the construction of information security management system. This paper puts forward 10 countermeasures and suggestions on how to perfect the information security technology guarantee system in the following three aspects: strong pertinence and feasibility.
