【摘要】：鄉(xiāng)鎮(zhèn)政府是國(guó)家政權(quán)體系在農(nóng)村社會(huì)設(shè)立的最基層的政權(quán)組織形式,是黨和國(guó)家的具體政策在農(nóng)村地區(qū)的直接執(zhí)行者,對(duì)農(nóng)村社會(huì)的發(fā)展有著重要的作用。改革開(kāi)放以來(lái),隨著農(nóng)村稅費(fèi)改革、社會(huì)主義新農(nóng)村建設(shè)、社會(huì)主義和諧社會(huì)建設(shè)等政策的實(shí)施,客觀(guān)上都要求不斷的調(diào)整和轉(zhuǎn)變鄉(xiāng)鎮(zhèn)政府職能,以便鄉(xiāng)鎮(zhèn)政府能更好的為農(nóng)村的各項(xiàng)事務(wù)服務(wù)。本論文在全面深化改革背景下研究鄉(xiāng)鎮(zhèn)政府的職能轉(zhuǎn)變,回顧了改革開(kāi)放以來(lái),特別是取消農(nóng)業(yè)稅前后的鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變情況,以及對(duì)鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變遇到的問(wèn)題進(jìn)行了論述,重點(diǎn)闡述了全面深化改革對(duì)鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變提出的新要求。論文的第一部分主要論述了鄉(xiāng)鎮(zhèn)政府職能的相關(guān)概念,并對(duì)政府職能和地方政府職能做了簡(jiǎn)單的介紹。第二部分論述了改革開(kāi)放以來(lái)鄉(xiāng)鎮(zhèn)政府職能的歷史變遷,以及鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變的困境。第三部分著重論述了全面深化改革對(duì)鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變提出的新要求,突顯了市場(chǎng)在資源配置中的決定作用,使政府從過(guò)去的全能型政府轉(zhuǎn)變?yōu)橛邢薜姆⻊?wù)型政府,具體以和政縣羅家集鄉(xiāng)政府建設(shè)服務(wù)型政府的具體做法為例做了簡(jiǎn)單的說(shuō)明,這部分內(nèi)容是本論文的重點(diǎn)。第四部分針對(duì)鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變存在的困境問(wèn)題介紹了全面深化改革背景下鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變的原則及路徑選擇,主要有創(chuàng)新公共財(cái)政體系、建立高效廉潔的人員保障機(jī)制、推進(jìn)農(nóng)村基層民主建設(shè)、完善鄉(xiāng)鎮(zhèn)政府績(jī)效考核機(jī)制。
[Abstract]:Township government is the most basic form of political organization established by the state power system in the rural society. It is the direct executor of the concrete policies of the Party and the state in the rural areas and plays an important role in the development of the rural society. Since the reform and opening up, with the reform of taxes and fees in rural areas, the construction of a new socialist countryside, and the construction of a harmonious socialist society, the implementation of policies has objectively required constant adjustment and transformation of the functions of township governments. So that the township government can better serve the rural affairs. Under the background of comprehensive deepening reform, this paper studies the function transformation of township government, and reviews the function transformation of township government since the reform and opening up, especially before and after the abolition of agricultural tax. The problems encountered in the transformation of township government functions are discussed, and the new requirements of comprehensive deepening reform on the transformation of township government functions are emphasized. The first part of the paper mainly discusses the concept of township government function, and makes a brief introduction to the government function and local government function. The second part discusses the historical changes of township government functions since the reform and opening up, and the plight of township government functions transformation. The third part focuses on the new requirements of the comprehensive deepening of the reform on the transformation of township government functions, highlights the decisive role of the market in the allocation of resources, and makes the government change from the past all-purpose government to a limited service-oriented government. Taking the concrete practice of constructing service-oriented government in Luojiaji Township of Hezheng County as an example, this part is the focus of this paper. The fourth part introduces the principle and path choice of township government function transformation under the background of deepening the reform, which includes innovation of public finance system and establishment of efficient and clean personnel security mechanism. We will promote democracy at the grass-roots level in rural areas and improve the performance appraisal mechanism of township governments.
