【摘要】：隨著改革開(kāi)放、全球化和信息化的發(fā)展,我國(guó)出現(xiàn)了許多現(xiàn)代化城市。然而,隨著城市化的進(jìn)行,多種城市公共危機(jī)事件也頻頻發(fā)生,不僅給城市自身造成巨大損失,危及到市民生活環(huán)境安全及身心健康發(fā)展,也對(duì)周邊區(qū)域造成重大影響。因此,尋找解決城市公共危機(jī)事件的有效辦法,從而保障人民的安全需要、促進(jìn)城市的健康發(fā)展,成為我國(guó)應(yīng)急管理的重要目標(biāo)。以城市公共危機(jī)事件應(yīng)急管理機(jī)制為研究對(duì)象,運(yùn)用文獻(xiàn)研究法和理論分析法,對(duì)國(guó)內(nèi)外城市公共危機(jī)事件應(yīng)急管理機(jī)制相關(guān)論述予以梳理,厘清公共危機(jī)、城市公共危機(jī)事件、應(yīng)急管理、應(yīng)急管理機(jī)制等相關(guān)概念,并闡釋西方危機(jī)管理理論、治理理論等相關(guān)理論。進(jìn)而,從社會(huì)轉(zhuǎn)型期的角度出發(fā),分析經(jīng)濟(jì)全球化、市場(chǎng)經(jīng)濟(jì)化以及信息技術(shù)化的發(fā)展對(duì)城市公共危機(jī)事件應(yīng)急管理機(jī)制的影響,并從法律制度、組織體系、信息管理系統(tǒng)和參與主體等方面建設(shè)城市公共危機(jī)事件應(yīng)急管理機(jī)制的一般性框架。在此基礎(chǔ)上,通過(guò)比較分析法,分析美國(guó)紐約、日本東京和我國(guó)北京及南寧等國(guó)內(nèi)外先進(jìn)城市的公共危機(jī)事件應(yīng)急管理機(jī)制建設(shè)經(jīng)驗(yàn),總結(jié)其優(yōu)勢(shì)與不足。另外,以“8·12”天津?yàn)I海新區(qū)爆炸事故為案例,分析其存在的問(wèn)題,由此總結(jié)出我國(guó)城市公共危機(jī)事件應(yīng)急管理機(jī)制的不足以及帶來(lái)的啟示。最后,根據(jù)以上分析結(jié)果,從法律制度、組織體系、信息管理系統(tǒng)、參與主體等方面,提出完善我國(guó)城市公共危機(jī)事件應(yīng)急管理機(jī)制的建構(gòu)路徑。
[Abstract]:With the reform and opening up, globalization and the development of information, China has emerged many modern cities. However, with the development of urbanization, a variety of urban public crisis events occur frequently, which not only cause huge losses to the city itself, endanger the safety of the living environment and physical and mental health of the citizens, but also have a great impact on the surrounding areas. Therefore, it is an important goal of emergency management to find an effective way to solve the urban public crisis, so as to ensure the safety needs of the people and promote the healthy development of the city. Taking the emergency management mechanism of urban public crisis as the research object, using the method of literature research and theoretical analysis, this paper combs the related exposition of the emergency management mechanism of urban public crisis at home and abroad, and clarifies the public crisis. Related concepts such as urban public crisis, emergency management mechanism and so on are explained, and western crisis management theory, governance theory and other related theories are explained. Then, from the perspective of social transformation, this paper analyzes the impact of the development of economic globalization, market economy and information technology on the emergency management mechanism of urban public crisis, and analyzes the legal system and organizational system. The general framework of emergency management mechanism of urban public crisis is established in the aspects of information management system and participants. On this basis, through comparative analysis, this paper analyzes the experience of emergency management mechanism of public crisis in advanced cities, such as New York, Tokyo, Japan, Beijing and Nanning, and summarizes its advantages and disadvantages. In addition, taking the explosion accident of "8 12" Tianjin Binhai New area as an example, the existing problems are analyzed, and the deficiency of emergency management mechanism of urban public crisis in our country and its enlightenment are summarized. Finally, according to the above analysis results, from the legal system, the organization system, the information management system, the participation main body and so on, proposed consummates our country city public crisis emergency management mechanism construction path.
