【摘要】：隨著城市化和工業(yè)化發(fā)展到一定階段,為適應城市發(fā)展和經(jīng)濟轉型升級,土地、能源等要素利用率高、生態(tài)環(huán)保的都市工業(yè)成為必然選擇。鄞州區(qū)作為城市和工業(yè)高度發(fā)展的東部沿海城區(qū),大力發(fā)展新型都市工業(yè)將成為其建設“質量新鄞州”的重要戰(zhàn)略之一。本文通過綜合運用公共政策、公共治理、經(jīng)濟及城市規(guī)劃等方面的理論,結合實際,擬定了鄞州區(qū)新型都市工業(yè)的發(fā)展目標,并有針對性的提出了對策。全文分為五部分,共六章:第一部分是緒論。提出本論文的研究背景和現(xiàn)實意義,分析課題的研究現(xiàn)狀,在此基礎上提出研究思路和方法。第二部分首先介紹都市工業(yè)和公共政策的概念,然后提出本文的理論基礎,接著分析了國內(nèi)外先驅的都市工業(yè)案例,為尋求鄞州的都市工業(yè)公共政策模式打好基礎,最后預測都市工業(yè)公共政策的發(fā)展趨勢。第三部分含三、四兩章。先系統(tǒng)分析了鄞州發(fā)展都市工業(yè)的優(yōu)勢和劣勢、機遇和挑戰(zhàn),從管理和決策層面提出了都市工業(yè)面臨的困境。接著,描述了新型都市工業(yè)公共政策的價值取向。同時結合實際,規(guī)劃了鄞州區(qū)新型都市工業(yè)公共政策的愿景和宏觀目標,并從產(chǎn)業(yè)導向、基礎夯實、載體建設、目標量化等方面設定了具體目標體系。第四部分是策略篇。先提出了四種較創(chuàng)新的都市工業(yè)管理模式并予以評估,接著分別從提高決策主體素質和能力、完善公共政策體系、強化要素支撐三方面闡述新型都市工業(yè)公共政策的強化舉措,最后再從評估、監(jiān)督和問責機制方面來進一步完善策略體系。第五部分是結束語。歸納本文的創(chuàng)新點,并提出不足和展望。
[Abstract]:With the development of urbanization and industrialization to a certain stage, in order to adapt to the urban development and economic transformation and upgrading, land, energy and other factors of high utilization, eco-environmental protection of urban industry has become an inevitable choice. Yinzhou District, as the eastern coastal area with high urban and industrial development, will be one of the important strategies for the construction of "New Yinzhou of quality" by vigorously developing the new urban industry. Through the comprehensive application of the theories of public policy, public administration, economy and urban planning, and combining with the practice, this paper draws up the development goal of the new urban industry in Yinzhou District, and puts forward some countermeasures. The full text is divided into five parts, a total of six chapters: the first part is an introduction. The research background and practical significance of this paper are put forward, and the present situation of the research is analyzed. On the basis of this, the research ideas and methods are put forward. The second part first introduces the concept of urban industry and public policy, then puts forward the theoretical basis of this paper, and then analyzes the domestic and foreign pioneers of urban industry cases, for seeking Yinzhou urban industrial public policy model to lay a good foundation. Finally, the development trend of urban industrial public policy is forecasted. The third part contains three and four chapters. Firstly, this paper systematically analyzes the advantages and disadvantages, opportunities and challenges of Yinzhou's development of urban industry, and puts forward the plight of urban industry in terms of management and decision-making. Then, it describes the value orientation of the new urban industrial public policy. At the same time, the vision and macroscopic goal of the new urban industrial public policy in Yinzhou district are planned, and the concrete target system is set up from the aspects of industry orientation, foundation ramming, carrier construction, target quantification and so on. The fourth part is the strategy chapter. This paper first puts forward four innovative urban industrial management models and evaluates them, then expounds the strengthening measures of new urban industrial public policies from three aspects: improving the quality and ability of the decision makers, perfecting the public policy system and strengthening the support of the elements. Finally, from the evaluation, supervision and accountability mechanism to further improve the strategic system. The fifth part is the conclusion. This paper summarizes the innovative points, and puts forward the shortcomings and prospects.
