【摘要】：公共政策是政府實(shí)施社會(huì)管理和提供公共服務(wù)的主要方式,在管理社會(huì)事物和調(diào)控市場(chǎng)經(jīng)濟(jì)的過(guò)程中都發(fā)揮著不可替代的作用。公民參與的本質(zhì)就在于確保公共政策能夠真正代表和維護(hù)社會(huì)公共利益,推動(dòng)公共政策的科學(xué)化和民主化進(jìn)程。因此,公共政策制定過(guò)程中有無(wú)公民參與,影響著公共政策的合法性、合理性和可行性。近年來(lái),我國(guó)政府高度重視公共政策制定過(guò)程中的公民參與,取得了許多令人鼓舞的成就,公民的參與意識(shí)和參與能力也在不斷提高。但由于文化觀念、參與制度、參與渠道等方面的影響,我國(guó)公民參與公共政策制定的現(xiàn)狀與我國(guó)民主制度的要求還存在很大的差距。這主要表現(xiàn)在公民參與的主體能動(dòng)性差、公民參與的行為方式有偏差以及公民參與的效果不佳等。因此,理性分析我國(guó)公共政策制定過(guò)程中公民參與存在的困境,進(jìn)而從制度化建設(shè)、公民參與能力、政府決策方式等方面來(lái)尋找完善公民參與公共政策制定的路徑,不僅能夠激勵(lì)公民積極地參與到公共政策的制定中來(lái),而且對(duì)于實(shí)現(xiàn)公民有效政治參與也具有非常重要的理論和現(xiàn)實(shí)價(jià)值。
[Abstract]:Public policy is the main way for the government to implement social management and provide public service. It plays an irreplaceable role in managing social things and regulating the market economy. The essence of citizen participation is to ensure that public policies can truly represent and maintain social public interests and promote the scientific and democratic public policy. Therefore, there is no citizen participation in the process of public policy making, which affects the legitimacy, rationality and feasibility of public policy. In recent years, our government attaches great importance to the participation of citizens in the process of public policy making, and has achieved many encouraging achievements, and the awareness and ability of participation of citizens are also increasing. There is a big gap between the current situation of Chinese citizen participation in public policy making and the requirements of our country's democratic system. This is mainly manifested in the poor subject activity of citizen participation, the deviant behavior of citizen participation and the poor effect of citizen participation. This paper analyzes the dilemma of citizen participation in the process of public policy making in China, and then seeks to improve the path of citizen participation in public policy formulation from the aspects of institutionalized construction, citizen participation and government decision-making, which not only encourages citizens to actively participate in the formulation of public policies, but also provides effective political participation for citizens. And it also has a very important theoretical and practical value.
