【摘要】:大數(shù)據(jù)時(shí)代已到來(lái),大數(shù)據(jù)已經(jīng)介入到各行各業(yè),各行各業(yè)掌握的數(shù)據(jù)資源就是未來(lái)重要的財(cái)富。政府運(yùn)用大數(shù)據(jù)思維來(lái)解決具體問(wèn)題,把大數(shù)據(jù)思維、技術(shù)應(yīng)用于環(huán)境治理中,能夠?yàn)榄h(huán)境公共治理提供數(shù)據(jù)支撐,通過(guò)數(shù)據(jù)收集、實(shí)時(shí)監(jiān)測(cè)、公民參與管理等方式進(jìn)行環(huán)境治理,為公共環(huán)境監(jiān)測(cè)和預(yù)警中的政府決策提供科學(xué)準(zhǔn)確的思路。本文嘗試將大數(shù)據(jù)技術(shù)應(yīng)用在環(huán)境監(jiān)測(cè)預(yù)警的過(guò)程,在環(huán)境公共治理領(lǐng)域內(nèi)建立環(huán)境大數(shù)據(jù)來(lái),將理論與實(shí)證相結(jié)合,通過(guò)具體案例進(jìn)行分析,針對(duì)環(huán)境問(wèn)題提出基于大數(shù)據(jù)的環(huán)境公共服務(wù)的解決思路和有效治理,利用大數(shù)據(jù)在管理決策過(guò)程中的高效價(jià)值,建立環(huán)境大數(shù)據(jù),形成環(huán)境大數(shù)據(jù)的數(shù)據(jù)體系和治理機(jī)制,為政府在環(huán)境基本公共服務(wù)建設(shè)上提供建設(shè)性參考,助力政府部門進(jìn)行精準(zhǔn)調(diào)控,優(yōu)化政府的環(huán)境公共服務(wù)水平。本文從國(guó)內(nèi)外政府對(duì)大數(shù)據(jù)相關(guān)的理論研究和實(shí)踐應(yīng)用進(jìn)行比較,學(xué)習(xí)和參考借鑒,探討適合我國(guó)國(guó)情的環(huán)境監(jiān)測(cè)與治理研究,大數(shù)據(jù)在發(fā)展的同時(shí)也能助力環(huán)境公共治理方式的轉(zhuǎn)變,提升政府公共服務(wù)水平。全文分為三個(gè)部分,第一部分包含一、二章,為研究的理論基礎(chǔ),主要是闡述研究背景以及意義。二章是對(duì)本文選題涉及到相關(guān)概念和基礎(chǔ)理論進(jìn)行必要的解釋,包括何為大數(shù)據(jù)、環(huán)境大數(shù)據(jù)、環(huán)境監(jiān)測(cè)與治理等。第二部分是第三章,嘗試提出基于大數(shù)據(jù)的環(huán)境監(jiān)測(cè)與治理框架以及治理機(jī)制,這部分的內(nèi)容是基于在第二章中闡述的大數(shù)據(jù)對(duì)于環(huán)境公共服務(wù)具有適用性的前提上展開(kāi)闡述的。其中建設(shè)環(huán)境大數(shù)據(jù)是提升環(huán)境治理水平和開(kāi)拓大數(shù)據(jù)應(yīng)用的橋梁和助推動(dòng)力,協(xié)同處理是環(huán)境監(jiān)測(cè)與預(yù)警處理能力的提升,環(huán)境監(jiān)測(cè)與預(yù)警系統(tǒng)建設(shè)將會(huì)是未來(lái)公共服務(wù)發(fā)展的趨勢(shì)。第三部分包括四到六章,通過(guò)分析大數(shù)據(jù)在應(yīng)用于環(huán)境公共服務(wù)方面存在著內(nèi)外部的挑戰(zhàn),相應(yīng)提出個(gè)人不成熟的治理政策與建議,提出對(duì)培養(yǎng)大數(shù)據(jù)專業(yè)人才的建議和治理政策建議,而第六章是研究總結(jié)和展望。對(duì)環(huán)境公共服務(wù)的改善提出關(guān)注。
[Abstract]:Big data era has come, big data has been involved in all kinds of industries, all kinds of industries grasp the data resources is an important wealth in the future. The government uses big data thinking to solve specific problems, applies big data thinking and technology to environmental governance, can provide data support for environmental public governance, through data collection, real-time monitoring, Citizen participation in the management of the environment provides a scientific and accurate way for government decision-making in public environmental monitoring and early warning. This paper attempts to apply big data technology in the process of environmental monitoring and early warning, establish environmental big data in the field of environmental public governance, combine theory with empirical analysis, and analyze through specific cases. Aiming at the environmental problems, this paper puts forward the solution and effective governance of environmental public service based on big data. By utilizing the high efficiency value of big data in the process of management and decision-making, the paper establishes the environmental big data and forms the data system and governance mechanism of environmental big data. It provides a constructive reference for the government in the construction of basic environmental public services, helps the government to carry out precise regulation and control, and optimizes the level of environmental public services. This paper compares the theoretical research and practical application of big data at home and abroad, and discusses the research of environmental monitoring and governance suitable for the national conditions of our country. At the same time, big data can help to change the mode of environmental public governance and improve the level of government public service. This paper is divided into three parts. The first part contains one and two chapters, which is the theoretical basis of the research, mainly expounds the research background and significance. The second chapter is about the related concepts and basic theories, including what is big data, environmental monitoring and governance, and so on. The second part is the third chapter, trying to put forward the environmental monitoring and governance framework and governance mechanism based on big data. This part is based on the premise that big data is applicable to environmental public service. Among them, the construction of environmental big data is the bridge and driving force to improve the level of environmental governance and open up the application of big data, and collaborative processing is the enhancement of the ability of environmental monitoring and early warning. The construction of environmental monitoring and early warning system will be the trend of the development of public service in the future. The third part includes four to six chapters. By analyzing the internal and external challenges in the application of big data to environmental public services, the author puts forward some personal immature governance policies and suggestions. This paper puts forward the suggestion of training big data professionals and the suggestion of governance policy, and the sixth chapter is the summary and prospect of the research. To raise concerns about the improvement of environmental public services.
