【摘要】：當(dāng)前,中國(guó)進(jìn)入了全面改革的新階段,改革步入“深水區(qū)”和“攻堅(jiān)期”,各種利益日益沖突,矛盾日益復(fù)雜,社會(huì)熱點(diǎn)相互疊加,各類重大事故、自然災(zāi)害、群體性事件、恐怖事件等突發(fā)情況頻發(fā),對(duì)社會(huì)的影響越來(lái)越大,加上手機(jī)、互聯(lián)網(wǎng)、微信、微博等新媒體的異軍突起,互聯(lián)網(wǎng)輿論的日益發(fā)展,加上西方思想文化的滲透,各種不可控制的風(fēng)險(xiǎn)日益增多,社會(huì)對(duì)各類突發(fā)事件的關(guān)注越來(lái)越多。新聞發(fā)布工作在突發(fā)事件的處置中起著越來(lái)越重要的作用。在處置突發(fā)事件的時(shí)候,如果政府能夠及時(shí)準(zhǔn)確地召開新聞發(fā)布活動(dòng),發(fā)布事件的相關(guān)信息,公眾的恐慌心理能夠得到有效安撫,社會(huì)的穩(wěn)定得到維護(hù)和保障,也有利于政府調(diào)節(jié)公共關(guān)系,塑造良好的形象,提高政府公信力。改革開放以來(lái),我國(guó)的新聞發(fā)布經(jīng)歷了三個(gè)階段,在新聞發(fā)布的內(nèi)容、方式等方面都有了切實(shí)的改進(jìn),增強(qiáng)了政府輿論引導(dǎo)的能力和突發(fā)事件的處置能力。但另一方面,我們應(yīng)該清醒地認(rèn)識(shí)到我國(guó)在突發(fā)事件的新聞發(fā)布工作方面還存在許多不足。規(guī)范信息發(fā)布的法律制度不健全；受中國(guó)傳統(tǒng)封建文化的影響,新聞發(fā)布制度不健全；新聞發(fā)言人的整體素質(zhì)不能與突發(fā)事件新聞發(fā)布的要求相匹配,專業(yè)化能力有待提高；突發(fā)事件新聞發(fā)布前信息搜集工作還不到位,存在的這些問題嚴(yán)重影響了新聞發(fā)布的效果,也使得我們喪失了國(guó)際輿論場(chǎng),失去了主動(dòng)權(quán)和發(fā)聲權(quán)。為了更好地做好我國(guó)突發(fā)事件的新聞發(fā)布工作,進(jìn)一步提高發(fā)布的水平,加強(qiáng)和完善突發(fā)事件新聞發(fā)布工作建設(shè),要健全和完善相關(guān)法律法規(guī),使政府新聞發(fā)布發(fā)揮其應(yīng)有的作用；要大力推動(dòng)新聞發(fā)言人隊(duì)伍建設(shè)向更加職業(yè)化、專業(yè)化發(fā)展；要推動(dòng)相關(guān)機(jī)制的完善和健全,做好發(fā)布前的信息搜集工作、輿情研判工作；發(fā)布會(huì)后要對(duì)事件的發(fā)布進(jìn)行效果評(píng)估,吸取經(jīng)驗(yàn)和教訓(xùn)推動(dòng)以后工作更好地完成。
[Abstract]:At present, China has entered a new stage of comprehensive reform. The reform has entered a period of "deep water areas" and "attacking key points." various interests are increasingly conflicting, contradictions are becoming increasingly complex, social hot spots are superimposing with each other, all kinds of major accidents, natural disasters, and mass incidents. The frequent occurrence of emergencies, such as terrorist incidents, has a growing impact on society. Coupled with the emergence of new media such as mobile phones, the Internet, WeChat and Weibo, the growing public opinion on the Internet and the infiltration of Western ideology and culture, Various kinds of uncontrollable risks are increasing day by day, and the society pays more and more attention to all kinds of emergencies. News release is playing a more and more important role in dealing with emergencies. When dealing with emergencies, if the government can timely and accurately convene a press release event and release relevant information about the incident, the panic mentality of the public can be effectively appeased, and the social stability can be safeguarded and guaranteed. Also conducive to government regulation of public relations, shaping a good image, improve the credibility of the government. Since the reform and opening up, China's press release has experienced three stages, in the content of the press release, ways and other aspects of the real improvement, enhanced the ability of the government to guide public opinion and the ability to deal with unexpected events. But on the other hand, we should realize clearly that there are still many shortcomings in China's press release. Under the influence of the traditional Chinese feudal culture, the news release system is not perfect, the overall quality of the press spokesman can not match the requirements of the news release of unexpected events, and the professional ability needs to be improved. The collection of information before news release is not in place. These problems seriously affect the effect of news release and make us lose the field of international public opinion and the right of initiative and voice. In order to do a better job of issuing news about emergencies in our country, to further improve the level of publishing, to strengthen and perfect the construction of news releases on emergencies, and to improve and perfect the relevant laws and regulations, To make the government press release play its due role; to vigorously promote the construction of the press spokesman team to more professional and professional development; to promote the improvement and perfection of relevant mechanisms, to do a good job before the release of information collection work, public opinion research work; After the launch of the event to evaluate the impact of the event, learn from experience and lessons to promote better completion of the work.
