【摘要】：現(xiàn)代社會(huì)是一個(gè)技術(shù)飛速發(fā)展的社會(huì),技術(shù)進(jìn)步以無(wú)孔不入的態(tài)勢(shì)滲透到人類社會(huì)生活的各個(gè)領(lǐng)域,深刻改變著人們的生產(chǎn)方式和生活方式。作為人類社會(huì)發(fā)展中最為活躍、最為革命的動(dòng)力因素,技術(shù)進(jìn)步不僅是推動(dòng)經(jīng)濟(jì)發(fā)展的動(dòng)力源泉,也是推動(dòng)行政發(fā)展的重要?jiǎng)恿ΑＩ钊肫饰黾夹g(shù)進(jìn)步推動(dòng)行政發(fā)展的作用機(jī)理、歷史樣態(tài)、基本規(guī)律和實(shí)現(xiàn)機(jī)制,既有利于深化對(duì)行政發(fā)展動(dòng)力因素的理論認(rèn)識(shí),又有利于進(jìn)一步探索行政發(fā)展的實(shí)踐路徑,因此,無(wú)論是對(duì)深化行政發(fā)展的理論研究而言,還是對(duì)推動(dòng)行政發(fā)展的實(shí)踐活動(dòng)而言,系統(tǒng)深入地分析技術(shù)進(jìn)步推動(dòng)行政發(fā)展的各項(xiàng)內(nèi)容,都具有一定的理論價(jià)值和現(xiàn)實(shí)意義。本文緊密圍繞“技術(shù)進(jìn)步是行政發(fā)展的重要?jiǎng)恿Α边@一核心論點(diǎn),在梳理技術(shù)進(jìn)步與行政發(fā)展的研究成果和基本理論的基礎(chǔ)上,主要探討技術(shù)進(jìn)步推動(dòng)行政發(fā)展的作用機(jī)理、歷史樣態(tài)、基本規(guī)律和實(shí)現(xiàn)機(jī)制四個(gè)問(wèn)題,以此構(gòu)建基本的研究框架。具體而言,本文的寫(xiě)作思路主要如下:首先,從作用原理、作用機(jī)制、作用途徑三個(gè)層面,剖析技術(shù)進(jìn)步推動(dòng)行政發(fā)展的作用機(jī)理,回答“技術(shù)進(jìn)步為什么能推動(dòng)行政發(fā)展”這一問(wèn)題。這從三個(gè)層面展開(kāi):其一,將技術(shù)進(jìn)步與行政發(fā)展置于人類社會(huì)發(fā)展的系統(tǒng)結(jié)構(gòu)和運(yùn)行規(guī)則,通過(guò)考察技術(shù)進(jìn)步對(duì)生產(chǎn)力和生產(chǎn)關(guān)系的作用方式及其對(duì)人類社會(huì)的經(jīng)濟(jì)基礎(chǔ)和上層建筑的影響,揭示技術(shù)進(jìn)步推動(dòng)行政發(fā)展的作用原理;其二,借鑒技術(shù)經(jīng)濟(jì)學(xué)和技術(shù)社會(huì)學(xué)的相關(guān)概念,從滲透機(jī)制、傳導(dǎo)機(jī)制、擴(kuò)散機(jī)制三個(gè)方面,闡釋技術(shù)進(jìn)步推動(dòng)行政發(fā)展的作用機(jī)制;其三,結(jié)合行政發(fā)展的基本內(nèi)容,從行政觀念革新、行政體制變革、行政運(yùn)行機(jī)制優(yōu)化、行政方式方法創(chuàng)新四個(gè)方面,探討技術(shù)進(jìn)步推動(dòng)行政發(fā)展的作用途徑。其次,從準(zhǔn)行政、統(tǒng)治行政、管理行政、服務(wù)行政四個(gè)階段,考察技術(shù)進(jìn)步推動(dòng)行政發(fā)展的歷史樣態(tài),驗(yàn)證技術(shù)進(jìn)步推動(dòng)行政發(fā)展的作用機(jī)理。這四個(gè)階段的歷時(shí)態(tài)考察,主要結(jié)合不同階段的技術(shù)范式和行政范式展開(kāi),具體表現(xiàn)在:第一,準(zhǔn)行政階段。這是原始社會(huì)時(shí)期,人類行政活動(dòng)的準(zhǔn)備階段。對(duì)這一時(shí)期的考察,主要從準(zhǔn)行政形成的前提條件、技術(shù)進(jìn)步對(duì)準(zhǔn)行政形成條件的催化作用及技術(shù)進(jìn)步推動(dòng)準(zhǔn)行政發(fā)展的歷史脈絡(luò)三個(gè)方面展開(kāi)。第二,統(tǒng)治行政階段。這是農(nóng)業(yè)社會(huì)時(shí)期,人類進(jìn)入小農(nóng)生產(chǎn)的階級(jí)社會(huì)后,人類行政活動(dòng)經(jīng)歷的第一個(gè)真正意義上的發(fā)展階段。對(duì)這一時(shí)期的考察,主要從技術(shù)進(jìn)步奠定統(tǒng)治行政形成的基礎(chǔ)、技術(shù)進(jìn)步維系統(tǒng)治行政的有效運(yùn)行及技術(shù)進(jìn)步推動(dòng)統(tǒng)治行政發(fā)展的歷史脈絡(luò)三個(gè)方面展開(kāi)。第三,管理行政階段。這是工業(yè)社會(huì)時(shí)期,伴隨著工業(yè)革命和機(jī)械化大生產(chǎn)的歷史進(jìn)程,人類行政管理模式實(shí)現(xiàn)的第二次重大發(fā)展。對(duì)這一時(shí)期的考察,主要從管理行政的本質(zhì)、技術(shù)進(jìn)步與管理行政的形成和發(fā)展等方面展開(kāi)。第四,服務(wù)行政階段。這是人類社會(huì)進(jìn)入后工業(yè)社會(huì)后,行政發(fā)展的前進(jìn)方向和目標(biāo)模式,也是行政管理活動(dòng)適應(yīng)經(jīng)濟(jì)社會(huì)發(fā)展的必然要求。對(duì)這一時(shí)期的考察,主要結(jié)合我國(guó)的服務(wù)型政府建設(shè)實(shí)踐,考察服務(wù)行政的價(jià)值意蘊(yùn),分析現(xiàn)代信息技術(shù)對(duì)服務(wù)行政形成和發(fā)展的重要推動(dòng)作用。再次,以技術(shù)進(jìn)步推動(dòng)行政發(fā)展的作用機(jī)理與歷史樣態(tài)分析為基礎(chǔ),探討技術(shù)進(jìn)步推動(dòng)行政發(fā)展的基本規(guī)律,并將其基本規(guī)律概括為相互適應(yīng)律、動(dòng)態(tài)平衡律和相對(duì)穩(wěn)定律三個(gè)方面。對(duì)相互適應(yīng)律的探討,主要從保持相互適應(yīng)的條件、方式及意義三個(gè)方面展開(kāi);對(duì)動(dòng)態(tài)平衡律的分析,主要從形成動(dòng)態(tài)平衡的原因、保持動(dòng)態(tài)平衡的方式及維系動(dòng)態(tài)平衡的意義三個(gè)方面展開(kāi);對(duì)相對(duì)穩(wěn)定律的考察,主要從保持相對(duì)穩(wěn)定的條件、方式及意義三個(gè)方面展開(kāi)。最后,從優(yōu)化行政主體系統(tǒng)、整合行政客體系統(tǒng)、深化行政認(rèn)識(shí)、規(guī)范行政實(shí)踐四個(gè)層面,探討技術(shù)進(jìn)步推動(dòng)行政發(fā)展的實(shí)現(xiàn)機(jī)制,從而體現(xiàn)理論研究服務(wù)于實(shí)踐需要的基本原則。在探討這一實(shí)現(xiàn)機(jī)制時(shí),主要圍繞“行政發(fā)展體現(xiàn)的是行政活動(dòng)的進(jìn)步狀態(tài)”這一本質(zhì)特征展開(kāi),從而將行政發(fā)展分解為行政主體的發(fā)展、行政客體的發(fā)展及行政主體的行政認(rèn)識(shí)和行政實(shí)踐的發(fā)展四個(gè)方面。遵循這一思路,具體探討了以下內(nèi)容:其一,通過(guò)考察技術(shù)進(jìn)步對(duì)行政決策系統(tǒng)、行政執(zhí)行系統(tǒng)、行政監(jiān)督系統(tǒng)的優(yōu)化方式,探討技術(shù)進(jìn)步優(yōu)化行政主體系統(tǒng)的實(shí)現(xiàn)路徑;其二,通過(guò)分析行政客體系統(tǒng)的構(gòu)成要素和基本屬性,探討技術(shù)進(jìn)步整合行政客體系統(tǒng)的基本目標(biāo)、主要方式和發(fā)展意蘊(yùn);其三,從基本途徑、主要階段、主要表現(xiàn)三個(gè)方面,分析技術(shù)進(jìn)步對(duì)行政認(rèn)識(shí)的深化機(jī)制;其四,從行政權(quán)力、行政行為、行政過(guò)程三個(gè)方面,分析技術(shù)進(jìn)步對(duì)行政實(shí)踐的規(guī)范機(jī)制。本文對(duì)技術(shù)進(jìn)步與行政發(fā)展這一主題進(jìn)行研究的創(chuàng)新之處主要體現(xiàn)在:第一,從選題的角度來(lái)說(shuō),盡管隨著信息技術(shù)和網(wǎng)絡(luò)技術(shù)的發(fā)展,已有學(xué)者對(duì)信息技術(shù)、網(wǎng)絡(luò)技術(shù)與行政發(fā)展的相互關(guān)系和相互作用展開(kāi)研究,但這一研究尚停留在微觀的、分散的階段,尚未從宏觀上、根本上把握技術(shù)進(jìn)步對(duì)行政發(fā)展的推動(dòng)作用。因此,本文以“技術(shù)進(jìn)步與行政發(fā)展”作為論文主題,便體現(xiàn)了選題方面的創(chuàng)新。第二,從研究框架的角度來(lái)說(shuō),通過(guò)遵循作用機(jī)理—?dú)v史樣態(tài)—基本規(guī)律—實(shí)現(xiàn)機(jī)制四位一體的邏輯思路,構(gòu)建了相對(duì)完善的研究框架,這既保持了這一論題的理論旨趣,也體現(xiàn)了這一選題的實(shí)踐價(jià)值。第三,提出“技術(shù)進(jìn)步是推動(dòng)行政發(fā)展的重要?jiǎng)恿Α边@一核心論點(diǎn),突破以往行政發(fā)展動(dòng)因研究的理論桎梏,從而實(shí)現(xiàn)核心論點(diǎn)的創(chuàng)新。同時(shí),在系統(tǒng)論證這一觀點(diǎn)的過(guò)程中,積極借鑒和引用技術(shù)社會(huì)學(xué)、技術(shù)經(jīng)濟(jì)學(xué)、公共行政學(xué)的相關(guān)觀點(diǎn),提出一系列具有一定創(chuàng)新性的分論點(diǎn)。例如,在分析技術(shù)進(jìn)步推動(dòng)行政發(fā)展的作用機(jī)制時(shí),提出技術(shù)進(jìn)步推動(dòng)行政發(fā)展的滲透機(jī)制、傳導(dǎo)機(jī)制、擴(kuò)散機(jī)制;在考察技術(shù)進(jìn)步推動(dòng)行政發(fā)展的歷史樣態(tài)時(shí),將行政發(fā)展的歷史階段劃分為準(zhǔn)行政、統(tǒng)治行政、管理行政、服務(wù)行政四個(gè)階段,從而與技術(shù)進(jìn)步的歷史分期形成對(duì)應(yīng)。
[Abstract]:Modern society is a society with rapid development of technology. Technological progress has penetrated into all fields of human social life with pervasive trend, profoundly changing people's mode of production and life style. As the most active and revolutionary motive force in the development of human society, technological progress is not only a motive force to promote economic development. It is also an important driving force to promote administrative development. It is beneficial to deepen the theoretical understanding of the dynamic factors of administrative development and to further explore the practical path of administrative development. Therefore, no matter it is to deepen the administrative development, it is beneficial to deepen the theoretical understanding of the power factors of administrative development and to further explore the practical path of administrative development. As far as theoretical research is concerned, it has a certain theoretical and practical significance to systematically analyze the technical progress and promote the various contents of administrative development in terms of the practical activities of promoting administrative development. This paper is closely related to the core argument of "technological progress is the important motive force of administrative development", and is combing technical progress and administrative development. On the basis of the research achievements and basic theories of the exhibition, we mainly discuss the mechanism of the role of the technological progress in promoting the administrative development, the historical pattern, the basic law and the realization mechanism, so as to construct the basic research framework. In particular, the writing ideas of this paper are as follows: first, from the principle of action, the mechanism of action and the way of action, the four aspects, This paper analyzes the role mechanism of technological progress in promoting administrative development and answers the question of "why technological progress can promote administrative development", which is carried out from three levels: first, put technical progress and administrative development on the system structure and operating rules of human social development, and examine the role of technical progress on productivity and production relations. As well as its influence on the economic basis and superstructure of human society, it reveals the principle of the role of technological progress in promoting administrative development; secondly, it uses the related concepts of technical economics and Technical Sociology to explain the mechanism of the action of technical progress to promote administrative development from three aspects: permeation mechanism, transmission mechanism and diffusion mechanism. The basic content of administrative development, from the four aspects of the innovation of the administrative concept, the reform of the administrative system, the optimization of the administrative operation mechanism and the innovation of the method and method of administration, discuss the ways of promoting the administrative development by the technological progress. Secondly, from the four stages of the quasi administration, the ruling administration, the administration administration and the service administration, the history of the technological progress has been investigated to promote the history of the administrative development. In the four stages, the study of the temporal tense, mainly combined with the different stages of the technical paradigm and the administrative paradigm, is mainly manifested in the following aspects: first, the quasi administrative stage. This is the quasi administrative stage of the primitive society. The investigation of this period is mainly from the quasi administrative form. The precondition, the catalytic action of the technological progress on the administrative formation conditions and the historical context of the technical progress to promote the quasi administrative development. Second, the ruling administrative stage. This is the first real development step of the human administrative activity experience after the human entering the class society of the small agricultural production. In this period, the investigation of this period has laid the foundation for the formation of the ruling administration from the technological progress, the effective operation of the administration of the administration of technology and the progress of technology and the progress of the technology to promote the development of the ruling administration. Third, the administrative stage of administration. This is the time of industrial society, with the industrial revolution and the large mechanization of production. On the basis of the analysis of mechanism and historical pattern, the basic law of technological progress is discussed, and its basic rules are summarized into three aspects: the law of mutual adaptation, the law of dynamic equilibrium and the law of relative stability. The discussion of the mutual adaptation law is mainly from the three aspects of maintaining the conditions, ways and meanings of mutual adaptation; and the law of dynamic equilibrium. The analysis is mainly from three aspects: the formation of dynamic balance, the way of maintaining dynamic balance and the significance of maintaining dynamic balance; the investigation of the relative stability law is mainly from three aspects: maintaining relatively stable conditions, methods and significance. Finally, the system of the administrative subject is optimized, the administrative object system is integrated, and the administrative recognition is deepened. To understand and standardize the four levels of administrative practice, to explore the implementation mechanism of the administrative development by technological progress, and to reflect the basic principles that the theoretical research serves the needs of practice. The development of the administrative subject, the development of the administrative object, the administrative knowledge and the development of the administrative practice are four aspects. Following this idea, the following contents are discussed: first, the optimization of administrative decision-making system, administrative execution system, administrative supervision system and the optimization of technical progress are discussed. Secondly, through the analysis of the elements and basic attributes of the administrative object system, the basic objectives, the main ways and the development implications of the integration of the administrative object system by technological progress are discussed. Thirdly, from the basic way and the main stage, three aspects are mainly expressed, and the deepening mechanism of the technical progress to administrative knowledge is analyzed; fourthly, From three aspects of administrative power, administrative behavior and administrative process, this paper analyzes the standard mechanism of technological progress to administrative practice. The innovation of this thesis is mainly reflected in the research on the theme of technological progress and administrative development: first, from the point of view of topic selection, although with the development of information technology and network technology, some scholars have been to the information technology. The relationship and interaction of network technology and administrative development are studied. However, this research is still in the microcosmic and decentralized stage, and has not yet fundamentally grasped the promotion of technical progress to administrative development. Therefore, the topic of this paper is the theme of "technological progress and the development of business administration". Second, from the perspective of the research framework, a relatively perfect research framework has been constructed by following the logical thinking of the mechanism of action, historical pattern state, basic law and the realization of the four in one mechanism, which not only maintains the theoretical purport of this topic, but also embodies the practical value of the problem. Third, "technological progress is the impetus." The core argument of administrative development is the core argument, which breaks through the theoretical shackles of the previous research on the motivation of administrative development, and thus realizes the innovation of the core argument. At the same time, in the process of systematic demonstration of this point, we actively draw on and quote the relevant viewpoints of technical sociology, technical economics and public administration, and put forward a series of certain innovations. For example, when analyzing the role mechanism of technological progress to promote administrative development, it puts forward the infiltration mechanism, transmission mechanism and diffusion mechanism of the technological progress to promote the administrative development, and divides the historical stages of administrative development into quasi administrative, administrative administration, administration administration and service when examining the historical pattern of technological progress to promote administrative development. The four stages of administration correspond to the historical stages of technological progress.
