【摘要】：近年來隨著我國經(jīng)濟(jì)的不斷發(fā)展,城鎮(zhèn)規(guī)模不斷擴(kuò)張。城市新區(qū)建設(shè)一度成為我國城市發(fā)展的主要著力點,使得對老城區(qū)、舊社區(qū)的投入和關(guān)注大為減少。為此,各地政府積極推進(jìn)城市棚戶區(qū)改造,從上世紀(jì)八十年代中期東北地區(qū)實施振興戰(zhàn)略開始,棚戶區(qū)改造工作不斷深入,改造范圍逐步擴(kuò)大。經(jīng)過多年,各地城市棚戶區(qū)改造都取得了一定的成效,解決了城市低收入群體最直接、最現(xiàn)實、最緊迫的住房安居問題,政府民心工程深入民心。同時,為了更好地解決城市化過程中產(chǎn)生的問題,政府相關(guān)部門也在不斷探索新的管理方式和改造途徑。但目前還有很多地區(qū)的棚戶區(qū)改造因為各種因素受到阻滯。棚戶區(qū)改造是一項具有深刻意義的民生工程,對城市發(fā)展具有關(guān)鍵性的推進(jìn)作用。然而,作為實施主體的政府部門在管理過程中遇到的拆遷、安置、部門協(xié)調(diào)、政府部門與居民群眾利益整合、沖突事件等矛盾,常常令政府管理部門相當(dāng)頭疼。因此就如何處理棚戶區(qū)改造過程中出現(xiàn)的問題、如何實現(xiàn)政府公共利益與群眾利益相統(tǒng)一,如何變“吃力不討好”組織、協(xié)調(diào)、管理、監(jiān)督工作為實在的民心工程?只有政府在管理過程中堅持“以人為本”,和諧管理,把群眾利益放心上,將社會建設(shè)與保障和改善民生結(jié)合起來,才能讓城市棚戶區(qū)改造更得“民心”。縣城是城市的重要組部分,是城鄉(xiāng)連接的重要紐帶,目前全國城市市區(qū)棚戶區(qū)改造基本成熟,在倡導(dǎo)社會和諧和“以人為本”理念的社會背景,加上中央政府提出政府職能轉(zhuǎn)變的要求,出臺新的城市棚戶區(qū)改造規(guī)范和制度的環(huán)境下,本文從北部灣經(jīng)濟(jì)區(qū)中的上思縣入手,著眼于對縣級政府棚戶區(qū)改造管理中問題的研究,運用公共服務(wù)、新型城鎮(zhèn)化,項目管理等理論原理對北部灣縣級城市棚戶區(qū)改造的實際情況進(jìn)行走訪調(diào)研,項目跟進(jìn)和系統(tǒng)分析,針對城市棚戶區(qū)改造過程中所取得的效果和經(jīng)驗,以及存在的問題,研究政府在縣級城市棚戶區(qū)改造中的管理手段和改進(jìn)對策,進(jìn)而推進(jìn)我國城市化進(jìn)程,為其他區(qū)域提供借鑒和思路。
[Abstract]:In recent years, with the continuous development of our economy, the scale of cities and towns is expanding. The construction of new urban districts has once become the main focus of urban development in China, which has greatly reduced the investment and attention to the old urban areas and the old communities. Therefore, the local governments actively promote the urban shantytown transformation, starting with the implementation of the revitalization strategy in northeast China in the mid-1980s, the renovation of shanty towns has been deepened and the scope of the reconstruction has been gradually expanded. After many years, the urban shantytown reconstruction has made certain achievements, solved the most direct, most realistic, the most urgent housing security problem of the low-income group in the city, the government populace project goes deep into the popular support. At the same time, in order to better solve the problems in the process of urbanization, the relevant government departments are constantly exploring new ways of management and transformation. However, there are still many areas of shantytown reconstruction because of various factors have been blocked. Shantytown reconstruction is a profound livelihood project, which plays a key role in urban development. However, the conflicts encountered by the government departments in the process of management, such as demolition, resettlement, coordination, the integration of the interests of the government and the residents, and conflict events, often make the administrative departments of the government rather headache. Therefore, how to deal with the problems in the process of shantytown reconstruction, how to realize the unity between the public interest and the interests of the masses, and how to change the "unflattering" organization, coordination, management and supervision work into a real project of the people's will? Only when the government adheres to "people-oriented", harmonious management, rest assured of the interests of the masses and combine social construction with protection and improvement of people's livelihood in the process of management, can the transformation of urban shanty towns be more "popular". County is an important part of the city and an important link between urban and rural areas. At present, the transformation of urban shanty towns in the whole country is basically mature, and in the social background of advocating social harmony and "people-oriented" concept, In addition, the central government put forward the request of the transformation of government function, and issued the new urban shantytown reconstruction norm and system environment, this article starts from Shangsi County in the Beibu Gulf Economic Zone. Focusing on the study of the problems in the reform and management of the county government shanty towns, and using the theories of public service, new urbanization, project management, etc., to visit and investigate the actual situation of the reconstruction of the shantytowns at the county level in Beibu Gulf. According to the effect and experience gained in the process of urban shantytown reconstruction and the existing problems, this paper studies the management means and improvement countermeasures of the government in the county level urban shantytown reconstruction. And then promote the process of urbanization in China, for other regions to provide reference and ideas.
