【摘要】：在迅猛推進(jìn)的數(shù)據(jù)信息化時(shí)代,對(duì)地方政府的信息資源進(jìn)行整合、調(diào)整,對(duì)信息資源進(jìn)行合理布局規(guī)劃,充分利用好信息資源,從而提升地方政府信息資源配置的效果,是保持地方政府的高效性,提升地方政府內(nèi)部工作效率的重要前提。在地方政府信息資源合理科學(xué)配置的基礎(chǔ)下,對(duì)地方政府信息資源配置的效果進(jìn)行合理評(píng)價(jià)分析,是滿足公眾對(duì)政務(wù)信息資源需求的必然要求,也將為打造高效信息化地方政府提供指導(dǎo)性意見。本文通過對(duì)國(guó)內(nèi)外地方政府信息資源配置的準(zhǔn)則及內(nèi)涵的梳理,并通過對(duì)調(diào)查問卷的研究設(shè)計(jì)和實(shí)際調(diào)研,嘗試構(gòu)建了一套具有一定實(shí)施操作性的評(píng)價(jià)指標(biāo)體系。同時(shí),依據(jù)評(píng)測(cè)數(shù)據(jù)信息的特點(diǎn),構(gòu)建了基于粗糙集條件信息熵的智能綜合評(píng)價(jià)模型,為地方政府信息資源配置評(píng)價(jià)提供了一條從數(shù)據(jù)出發(fā)、可實(shí)施性強(qiáng)的定量化分析途徑。首先,通過對(duì)國(guó)內(nèi)外地方政府信息資源配置相關(guān)研究的梳理分析,給出了文章的整體研究思路和理論框架。通過對(duì)信息資源、地方政府信息資源配置等相關(guān)概念的剖析,分析了地方政府信息資源的特性。通過大量的文獻(xiàn)研究、實(shí)地調(diào)研考察和專家咨詢,從影響地方政府信息資源配置效果的因素為研究切入點(diǎn),構(gòu)建了一套新的評(píng)價(jià)指標(biāo)體系,為地方政府信息資源配置評(píng)價(jià)決策分析奠定了理論研究基礎(chǔ)。其次,為了得到更加合理客觀的地方政府信息資源配置評(píng)價(jià)分析結(jié)論,借助“依據(jù)數(shù)據(jù)說話”的粗糙集智能方法,首次構(gòu)建了地方政府信息資源配置粗糙集條件信息熵評(píng)價(jià)模型,實(shí)現(xiàn)了定量化的智能評(píng)價(jià)決策分析。該模型精細(xì)考慮了評(píng)價(jià)決策問題中評(píng)測(cè)歷史數(shù)據(jù)與復(fù)雜指標(biāo)體系間的構(gòu)成比例不協(xié)調(diào)的特點(diǎn),將評(píng)價(jià)決策表進(jìn)行合理分塊劃分,以層次式計(jì)算的方式實(shí)施了基于粗糙集條件信息熵的各評(píng)價(jià)指標(biāo)權(quán)重的客觀求取。最后,論文以湖南省長(zhǎng)株潭15個(gè)區(qū)(縣)級(jí)政府機(jī)關(guān)的調(diào)研數(shù)據(jù)為樣本進(jìn)行了實(shí)證研究。通過問卷調(diào)查、政府信息數(shù)據(jù)采集等方式獲取原始評(píng)測(cè)數(shù)據(jù),基于所構(gòu)建的評(píng)價(jià)指標(biāo)體系,借助本文所提出的粗糙集條件信息熵評(píng)價(jià)決策方法,給出了詳細(xì)的評(píng)價(jià)決策實(shí)證分析過程,有效地驗(yàn)證了本文所構(gòu)建指標(biāo)體系的合理性。通過與相關(guān)評(píng)價(jià)決策分析方法的比較,進(jìn)一步驗(yàn)證了本文評(píng)價(jià)決策模型的有效性與優(yōu)越性。文末,依據(jù)實(shí)證研究結(jié)果,提出了提升地方政府信息資源配置效果的三點(diǎn)對(duì)策。
[Abstract]:In the era of data information, the information resources of local governments should be integrated and adjusted, and the information resources should be rationally distributed and planned so as to make full use of the information resources, so as to improve the effect of the allocation of information resources of local governments. It is an important premise to maintain the high efficiency of local government and improve the internal efficiency of local government. On the basis of rational and scientific allocation of local government information resources, it is necessary to evaluate and analyze the effect of local government information resources allocation to meet the public demand for government information resources. It will also provide guidance for building an efficient information-based local government. Through combing the criteria and connotations of the allocation of local government information resources at home and abroad, and through the research and design of the questionnaire and the actual investigation, this paper tries to construct a set of evaluation index system which has a certain implementation maneuverability. At the same time, according to the characteristics of evaluation data information, an intelligent comprehensive evaluation model based on rough set conditional information entropy is constructed, which provides a quantitative analysis method for local government information resource allocation evaluation based on data. First of all, through combing and analyzing the related research of local government information resource allocation at home and abroad, the paper gives the overall research ideas and theoretical framework. The characteristics of local government information resources are analyzed by analyzing the related concepts such as information resources, local government information resources allocation and so on. Through a lot of literature research, field investigation and expert consultation, this paper constructs a new evaluation index system from the factors affecting the effect of local government information resource allocation. It lays a theoretical research foundation for the evaluation and decision analysis of local government information resources allocation. Secondly, in order to obtain a more reasonable and objective evaluation and analysis conclusion of local government information resource allocation, the rough set intelligent method of "talking according to data" is used. For the first time, a rough set of conditional information entropy evaluation model for local government information resource allocation is constructed, and a quantitative intelligent evaluation decision analysis is realized. The model carefully considers the incongruity between the historical data and the complex index system, and divides the evaluation decision table into reasonable blocks. The objective calculation of weights of evaluation indexes based on rough set conditional information entropy is carried out by hierarchical calculation. Finally, the paper takes the data of 15 district (county) government agencies in Changzhutan, Hunan Province as a sample to conduct empirical research. Through questionnaire survey, government information data collection and other ways to obtain the original evaluation data, based on the evaluation index system, the rough set of conditional information entropy evaluation decision-making method proposed in this paper. A detailed empirical analysis process of evaluation decision is given, which effectively verifies the rationality of the index system constructed in this paper. The effectiveness and superiority of the evaluation decision model are further verified by comparison with the relevant evaluation decision analysis methods. At the end of the paper, according to the results of empirical research, three countermeasures are put forward to improve the allocation effect of local government information resources.
