【摘要】：消除貧困、改善民生、實(shí)現(xiàn)共同富裕,是社會(huì)主義制度的本質(zhì)要求。改革開(kāi)放特別是國(guó)家實(shí)施振興東北老工業(yè)基地和西部大開(kāi)發(fā)以來(lái),自治區(qū)黨委、政府帶領(lǐng)全區(qū)人民,不斷推進(jìn)扶貧攻堅(jiān)事業(yè),農(nóng)村牧區(qū)經(jīng)濟(jì)社會(huì)發(fā)展明顯加快,貧困現(xiàn)象明顯緩解,最低生活保障制度基本建立,自我發(fā)展能力顯著增強(qiáng)。但我區(qū)還沒(méi)有根本改變欠發(fā)達(dá)的基本區(qū)情,社會(huì)、經(jīng)濟(jì)、教育、產(chǎn)業(yè)等各方面發(fā)展水平不高,發(fā)展不平衡、不協(xié)調(diào)問(wèn)題突出。困難地區(qū)特別是集中連片特困地區(qū)發(fā)展比較滯后,城鄉(xiāng)和區(qū)域發(fā)展差距仍在拉大,發(fā)生比率高、貧困人口基數(shù)大、致貧原因復(fù)雜,扶貧攻堅(jiān)任務(wù)還非常艱巨。本文的目的是通過(guò)對(duì)科右前旗貧困現(xiàn)狀、發(fā)展概況、扶貧措施等方面的研究,分析并找出其致貧的根本原因,提出因地制宜的扶貧開(kāi)發(fā)政策措施,為今后我區(qū)和科右前旗扶貧開(kāi)發(fā)工作提供借鑒依據(jù)。文章共有6個(gè)部分,其中導(dǎo)論介紹了研究的背景和意義、國(guó)內(nèi)外創(chuàng)新不足和研究現(xiàn)況等；第一部分介紹科右前旗的基本情況以及貧困所帶來(lái)的負(fù)面影響；第二部分全面分析科右前旗貧困的制約因素；第三部分借鑒國(guó)內(nèi)外扶貧開(kāi)發(fā)的主要經(jīng)驗(yàn)做法；第四部分提出扶貧開(kāi)發(fā)政策措施體系構(gòu)建；結(jié)語(yǔ)部分對(duì)文中觀點(diǎn)進(jìn)行了簡(jiǎn)要總結(jié)。
[Abstract]:Eliminating poverty, improving people's livelihood and realizing common prosperity are essential requirements of socialist system. Since the implementation of the reform and opening up policy, especially since the state implemented the revitalization of the old industrial base in northeast China and the large-scale development of the western region, the party committees and governments of the autonomous region have led the people of the whole region to continuously push forward the cause of tackling poverty relief, and the economic and social development of the rural Poverty has been significantly alleviated, the minimum living security system has been basically established, and the ability to develop oneself has been significantly enhanced. However, our region has not fundamentally changed the underdeveloped basic conditions, social, economic, education, industry and other aspects of the development level is not high, development imbalance, uncoordinated problems. The development of difficult areas, especially those with special difficulties, is lagging behind, the gap between urban and rural areas and regions is still widening, the incidence rate is high, the base of the poor population is large, the causes of poverty are complex, and the task of helping the poor is still very arduous. The purpose of this paper is to analyze and find out the root causes of poverty by studying the present situation of poverty, the general situation of development and the measures of poverty alleviation in the front banner of science and technology, and to put forward policies and measures for poverty alleviation and development in accordance with local conditions. It provides reference basis for the poverty alleviation and development work of our region and the right front banner of science in the future. There are six parts in this paper, including the introduction of the background and significance of the research, the lack of innovation at home and abroad and the current situation of the research, etc. The first part introduces the basic situation of the front banner and the negative impact of poverty. The second part comprehensively analyzes the constraints of poverty in the front banner of the section; the third part draws lessons from the main experiences and practices of poverty alleviation and development at home and abroad; the fourth part puts forward the policy and measures system of poverty alleviation and development; the conclusion part briefly summarizes the views of the paper.
