【摘要】：隨著經(jīng)濟(jì)社會(huì)的變化和醫(yī)藥衛(wèi)生體制改革的深入,人民群眾對(duì)衛(wèi)生行業(yè)的需求越來越高,信訪制度的改革進(jìn)一步暢通了信訪訴求渠道,衛(wèi)生領(lǐng)域的信訪訴求也逐年增多。近年,一些衛(wèi)生信訪問題由于處理不當(dāng)演化為群體性事件,造成不良的社會(huì)影響。要改善當(dāng)前的衛(wèi)生信訪形勢(shì),如何防范和妥善處理衛(wèi)生信訪問題成為亟待解決的問題。在衛(wèi)生信訪工作中,筆者對(duì)當(dāng)前衛(wèi)生信訪的管理制度、發(fā)展形勢(shì)、表現(xiàn)特點(diǎn)、反映的突出問題進(jìn)行了深入的思考,通過對(duì)衛(wèi)生信訪案例進(jìn)行詳細(xì)深入的分析,從行業(yè)管理、社會(huì)形勢(shì)和信訪人三個(gè)方面分析衛(wèi)生信訪突出問題的成因,一方面指出當(dāng)前衛(wèi)生行業(yè)存在的突出信訪問題為基層衛(wèi)生服務(wù)能力不足、社會(huì)辦醫(yī)違法違規(guī)執(zhí)業(yè)、公立衛(wèi)生機(jī)構(gòu)行業(yè)作風(fēng)等問題,并針對(duì)性的提出解決突出衛(wèi)生信訪問題應(yīng)對(duì)策略;另一方面,指出當(dāng)前衛(wèi)生信訪處理過程存在行政管理職責(zé)不清、機(jī)構(gòu)內(nèi)部化解渠道不暢通、社會(huì)輿論的負(fù)面影響、信訪人缺乏依法解決爭(zhēng)議意識(shí)等管理方面的問題,為防范和妥善處理衛(wèi)生信訪問題,從行政管理角度提出了明確行政部門職責(zé)、完善衛(wèi)生信訪制度、提高訪訴求辦理質(zhì)量、正確引導(dǎo)社會(huì)輿論、增強(qiáng)信訪人依法信訪意識(shí)等應(yīng)對(duì)策略。在本文中,筆者在公共行政學(xué)相關(guān)理論的指導(dǎo)下,結(jié)合衛(wèi)生信訪工作實(shí)際,對(duì)衛(wèi)生信訪相關(guān)領(lǐng)域的文獻(xiàn)資料進(jìn)行詳細(xì)研究,在掌握了豐臺(tái)區(qū)三年的衛(wèi)生信訪詳實(shí)資料基礎(chǔ)上,提出了適合區(qū)域?qū)嶋H情況的防范和處理衛(wèi)生信訪問題的解決方案,這對(duì)維護(hù)衛(wèi)生信訪秩序、提高衛(wèi)生信訪訴求辦理質(zhì)量、促進(jìn)衛(wèi)生事業(yè)和諧發(fā)展有著十分重要的意義。由于行政職能調(diào)整和行業(yè)政策的調(diào)整,衛(wèi)生信訪突出問題也會(huì)隨之變化,因此本文中提出的應(yīng)對(duì)策略有一定時(shí)效性,在實(shí)際應(yīng)用中需根據(jù)實(shí)際情況加以改進(jìn)和完善。
[Abstract]:With the economic and social changes and the deepening of the reform of the medical and health system, the people's demand for the health industry is higher and higher. The reform of the letter and visit system has further unblocked the channel of petition and the demand of the health field is also increasing year by year. In recent years, some health petition problems have caused adverse social impact due to improper handling of the problem and its evolution into group events. In order to improve the current situation of health petition, how to prevent and properly deal with the problem of health petition has become an urgent problem to be solved. In the work of health letters and visits, the author makes a deep thinking on the management system, the development situation, the performance characteristics and the outstanding problems reflected in the current health letters and visits, and through the detailed and in-depth analysis of the cases of health letters and visits, from the industry management, On the one hand, it points out that the outstanding problems existing in the current health industry are insufficient health service capacity at the grass-roots level, and social medical practice is illegal and illegal. On the other hand, the author points out that there are some problems in the process of handling health letters and visits, such as the unclear responsibilities of administrative management, the lack of smooth channels for resolving the problems within the institutions, and the problems in the public health institutions, such as the work style of the public health institutions, and so on. Because of the negative influence of public opinion and the lack of consciousness of resolving disputes in accordance with the law, in order to prevent and properly deal with the problem of health petition and visit, the author puts forward a clear administrative responsibility from the angle of administration and consummates the health petition system. Improve the quality of handling requests, correctly guide public opinion, enhance the petitioners' awareness of petition according to law and other countermeasures. In this paper, under the guidance of the relevant theories of public administration and the practice of health petition and visit, the author makes a detailed study of the literature in the field of health petition and visitation, and on the basis of mastering the detailed data of three years of health petition and visit in Fengtai district, This paper puts forward a solution to prevent and deal with the problem of health petition and visitation, which is of great significance to maintain the order of health petition, improve the quality of handling health petition and promote the harmonious development of health service. Due to the adjustment of administrative function and the adjustment of trade policy, the outstanding problems of health letters and visits will change, so the countermeasures put forward in this paper have certain timeliness, which should be improved and perfected according to the actual situation in practical application.
