【摘要】：隨著現(xiàn)代化的發(fā)展,人們生活水平不斷提高,對精神生活多元化與多樣化的需求也隨之增加。近年來,一些重要的大型群眾性活動頻頻在我國不同地方舉辦,活動帶來的影響力不斷增大,關(guān)注度也得到了提升。但隨著活動規(guī)模的擴(kuò)大,社會中不斷增多的各種自然的和人為的不穩(wěn)定因素所導(dǎo)致的災(zāi)害事件也不斷發(fā)生。因此也給參與大型群眾性活動人員的安全管理工作帶來了嚴(yán)峻的挑戰(zhàn)。安全管理工作不僅關(guān)系到活動的有序進(jìn)行,同時(shí)也關(guān)系到社會治安秩序的平穩(wěn)與安定。作為大型活動安全管理工作者充分認(rèn)識到形勢的嚴(yán)峻性、敏感性和安全保障工作的艱巨性、復(fù)雜性和特殊性。保障大型群眾性活動中人員的生命以及財(cái)產(chǎn)安全是公安機(jī)關(guān)以及大型活動承辦者密切重視的問題,也是參與大型群眾性活動的公眾所最關(guān)心的焦點(diǎn)。本文通過對大型群眾性活動概念、特征、種類的界定,分析了大型群眾性活動舉辦的原則,進(jìn)一步總結(jié)出了我國大型群眾性活動在安全保障以及現(xiàn)場安全保障的指揮與協(xié)調(diào)方面存在的不足,并在借鑒美國紐約跨年晚會的成功經(jīng)驗(yàn)基礎(chǔ)之上,總結(jié)了上海外灘踩踏事件的教訓(xùn),從安全保障制度建設(shè)、安全意識教育與宣傳、行政職責(zé)健全以及安全保障工作市場化等方面提供了相關(guān)的對策建議。
[Abstract]:With the development of modernization, people's living standards are increasing, and the demand for diversity and diversification of spiritual life has also increased. In recent years, some important large-scale mass activities have been held in different places in China, the influence brought by the activities is increasing, and the degree of attention has also been promoted. The increasing number of natural and artificial factors caused by the unstable factors also occurred. Therefore, it also brought serious challenges to the safety management of the people who participated in the large-scale mass activities. The safety management not only related to the orderly conduct of the activities, but also related to the stability and security of the public order. As a large-scale activity safety management worker, it is fully aware of the seriousness of the situation, the arduousness, complexity and particularity of the work of sensitivity and safety, and the security of the personnel in large mass activities and the safety of property is a serious problem that the public security organs and large activity contractors pay close attention to, as well as to participate in large mass activities. Through the definition of the concept, characteristics and types of large-scale mass activities, this paper analyzes the principles of large-scale mass activities, and further summarizes the shortcomings of the large mass activities in our country in the aspects of security and the command and coordination of the safety of the field, and draw lessons from the United States of New York. On the basis of the successful experience of the cross year party, this paper summarizes the lessons of the stampede in the Bund, Shanghai, and provides relevant countermeasures and suggestions from the construction of security guarantee system, the education and propaganda of safety awareness, the sound administrative duties and the marketization of safety and security work.
