【摘要】：國家治理能力現(xiàn)代化內(nèi)含政府決策能力現(xiàn)代化。當(dāng)社會(huì)政策需求的無限性與政府政策資源的有限性之間的矛盾持續(xù)存在時(shí),決策者的有限理性可能會(huì)無意識(shí)地造成政策供給偏差。這一偏差的出現(xiàn)與特定社會(huì)的政治文化、決策者決策能力、決策機(jī)制及決策技術(shù)等因素相關(guān),其存在不僅會(huì)抑制一些合理政策需求,還可能惡化政策問題,浪費(fèi)政策資源,損害政府公信力。因此,應(yīng)通過加強(qiáng)政策理論教育、強(qiáng)化民主決策意識(shí)、完善科學(xué)決策機(jī)制、采用先進(jìn)決策技術(shù)、提升決策能力水平等措施減少客觀政策供給偏差的生成。
[Abstract]:The modernization of national governance capacity includes the modernization of government decision-making ability. When the contradiction between the infinity of social policy demand and the limitation of government policy resources persists, the limited rationality of decision-makers may unconsciously cause policy supply deviation. The emergence of this deviation is related to the political culture of a given society, the decision making ability of the decision makers, the decision-making mechanism and the decision making technology, etc. Its existence will not only restrain some reasonable policy demands, but also aggravate the policy problems and waste policy resources. Damage the credibility of the government. Therefore, we should strengthen the education of policy theory, strengthen the consciousness of democratic decision-making, perfect the scientific decision-making mechanism, adopt advanced decision making technology, and improve the level of decision-making ability to reduce the generation of objective policy supply deviation.
