【摘要】：改革開(kāi)放以來(lái),中國(guó)的國(guó)家治理體系呈現(xiàn)出矛盾與成效并存的格局。關(guān)于這一問(wèn)題的研究,眾多學(xué)者主張立足于政治系統(tǒng)的整體性,并以組織社會(huì)學(xué)為視角進(jìn)行綜合分析。通過(guò)對(duì)綜合扶貧改革的經(jīng)驗(yàn)案例的深度分析,可以發(fā)現(xiàn)國(guó)家治理體系在基層社會(huì)中存在著內(nèi)在緊張—自我調(diào)適的運(yùn)行機(jī)制,其緊張機(jī)制顯現(xiàn)為單向度的治理理念、層級(jí)治理結(jié)構(gòu)張力失衡和治理機(jī)制剛化等。但是,在自主性提升作用下,政治系統(tǒng)在科層制之外則變通反應(yīng)出"自我調(diào)適"機(jī)制,促進(jìn)內(nèi)部合作與協(xié)調(diào),達(dá)到保持穩(wěn)定、實(shí)現(xiàn)治理的目標(biāo),其表現(xiàn)為小組政治、組織權(quán)變和非正式溝通機(jī)制。然而,這種機(jī)制也存在內(nèi)在局限性,亟須未來(lái)的改革予以突破。
[Abstract]:Since the reform and opening up, China's national governance system presents a pattern of contradiction and effectiveness. On this issue, many scholars advocate based on the integrity of the political system, and comprehensive analysis from the perspective of organizational sociology. Through the deep analysis of the experience cases of comprehensive poverty alleviation reform, we can find that the national governance system has an inherent tension-self-adjustment operating mechanism in the grass-roots society, and its stress mechanism appears as a one-dimensional governance concept. Hierarchical management structure tension imbalance and governance mechanism rigid and so on. However, under the role of autonomy enhancement, the political system adaptively reflects the "self-adjustment" mechanism, promotes internal cooperation and coordination, and achieves the goal of maintaining stability and achieving governance, which is manifested in group politics. Organizational contingency and informal communication mechanisms. However, this kind of mechanism also has the inherent limitation, urgently needs the future reform to break through.
