【摘要】：當前政策語境下的政務公開是一個包含了政府信息公開、過程公開和政府數(shù)據(jù)開放的概念集合。它是指行政機關(guān)以及法律、法規(guī)和行政規(guī)章授權(quán)或委托的組織就自身的機構(gòu)設置、法律依據(jù)、權(quán)力運作過程以及管理情況依法向社會發(fā)布,并接受其參與和監(jiān)督的過程。這一概念的形成是政務公開隨歷史演進不斷深化的結(jié)果。其特征主要表現(xiàn)為公開主體和公開內(nèi)容的全覆蓋、公開渠道的多元整合以及公民角色積極活躍。在實踐方面,目前省級政府主要是從細化政務公開內(nèi)容邊界和實施程序、拓展政務公開渠道,深化公民參與三個維度出發(fā)進行創(chuàng)新。精細化、集約多元以及參與是未來政務公開工作深化拓展的重要方向。
[Abstract]:In the context of current policy, government affairs openness is a set of concepts including government information disclosure, process openness and government data openness. It refers to the process that the administrative organs and the organizations authorized or entrusted by laws, regulations and administrative regulations issue to the society according to law the establishment of their own institutions, the legal basis, the process of power operation and the management situation, and accept their participation and supervision. The formation of this concept is the result of the deepening of government affairs openness along with the evolution of history. The main features are the full coverage of the open subject and the open content, the pluralistic integration of the open channel and the active role of the citizen. In practice, at present, the provincial government mainly from the refinement of the content of open government and implementation procedures, expand the open channels of government affairs, deepen citizen participation in the three dimensions of innovation. Refinement, intensive diversity and participation are important directions for deepening and expanding the work of open government affairs in the future.
