雙職晉升:“亞健康”情勢(shì)下基層公務(wù)員升職的診治機(jī)制

【摘要】:正"兩年不提拔,心里有想法;三年不挪動(dòng),就想去活動(dòng)""鄉(xiāng)長(zhǎng)是干出來(lái)的、縣長(zhǎng)是跑出來(lái)的、市長(zhǎng)是買出來(lái)的、省長(zhǎng)是生出來(lái)的"等俗語(yǔ)形象地顯現(xiàn)了當(dāng)前公務(wù)員晉升中的"潛規(guī)則",充分凸顯了公務(wù)員群體尤其是基層公務(wù)員對(duì)于升職"天花板"等晉升"亞健康"現(xiàn)象的強(qiáng)烈反應(yīng)。筆者認(rèn)為,應(yīng)重視晉升制約失衡等問(wèn)題,充分認(rèn)識(shí)職位晉升在政府組織中的實(shí)際意義,從源頭上對(duì)晉升"亞健康"現(xiàn)象予以消除。

The provincial governor is born "," and so on the common saying has displayed the present civil servant promotion "latent rule" vividly, has fully highlighted the civil servant community, especially the basic level civil servant to the promotion "the ceiling" and so on promotion "sub-health" the strong reaction. The author thinks that we should pay attention to the imbalance of promotion restriction, fully understand the practical significance of post promotion in government organizations, and eliminate the phenomenon of "sub-health" from the source.
