【摘要】：根據(jù)目前我國核電廠應(yīng)急計劃的現(xiàn)行標(biāo)準(zhǔn)、內(nèi)容和執(zhí)行情況,考慮核電廠進(jìn)入應(yīng)急狀態(tài)后應(yīng)采取的應(yīng)急響應(yīng)行動、各應(yīng)急響應(yīng)行動的特性、執(zhí)行各應(yīng)急響應(yīng)行動的先后秩序,提出地方政府核應(yīng)急響應(yīng)執(zhí)行程序應(yīng)包括的主要內(nèi)容和具體流程,明確地方政府的組織權(quán)限、人員職責(zé)、物質(zhì)分配和優(yōu)先事項。
[Abstract]:According to the current standards, contents and implementation of the emergency plan for nuclear power plants in China, considering the emergency response action to be taken after the nuclear power plant enters an emergency state, the characteristics of each emergency response action, and the order of the implementation of each emergency response action, This paper puts forward the main contents and specific procedures of the local government's nuclear emergency response execution procedure, and clarifies the local government's organizational authority, personnel responsibility, material distribution and priority.
