【摘要】：鄂爾多斯市民防救援隊伍是為戰(zhàn)時防空、平時防災救災而建立的民間救援組織,是戰(zhàn)時擔負防空、消除空襲后果等任務的有生力量,同時還承擔平時的應急救災任務,是一支集醫(yī)療、通信、運輸、消防、防疫、治安、搶修等為一體的民間救援隊伍,但在救援、演練、訓練過程中卻遇到了許多困難和問題。本文以鄂爾多斯市救援隊伍現(xiàn)狀為研究背景,借鑒國內(nèi)外的民防救援隊伍建設情況,以構建完善的民防救援隊伍為研究課題,通過實際演練、案例分析、訪談和調(diào)查問卷法等方法,發(fā)現(xiàn)鄂爾多斯市民防救援隊伍主要存在的問題是人的因素、物的因素和指揮因素,結合民防學、事故安全管理理論、災害學、心理學等,對民防救援隊伍所存在的問題原因進行了分析和總結�；诙鯛柖嗨故忻穹谰仍犖榇嬖诘膯栴},針對人的因素提出了以人力資源管理方法中的激勵機制來提升隊員的訓練積極性；針對物的因素提出了多渠道爭取訓練經(jīng)費,充實作戰(zhàn)裝備,并建立一個統(tǒng)一的救援指揮平臺；針對指揮因素提出了將鄂爾多斯民防指揮體系分決策層、指揮層、實施層三個指揮層次,并進一步的明確了部門分工,最后給出一個完善的應急響應流程。使其作為在突發(fā)事件中快速、有效的指揮手段和行動指南,提高民防救援隊伍在應對突發(fā)事件中的遂行作戰(zhàn)能力。并通過選取試點單位進行一場實兵演練,驗證了方案的合理性。研究鄂爾多斯市民防救援隊伍建設,是加強民防救援管理工作,有效規(guī)避應急隊伍建設中存在的管理不規(guī)范、任務不明確等問題,通過積極探索新時期民防救援隊伍建設的新路子,使鄂爾多斯市民防救援隊伍建設能夠依托實際情況,通過使用有效的救援手段和詳盡的救援方案來拯救社會群眾的生命和財產(chǎn)安全,同時達到保存戰(zhàn)爭潛力的重大任務。
[Abstract]:The Ordos Civil Defence Rescue team is a civilian rescue organization established for wartime air defense, peacetime disaster prevention and disaster relief. It is a vital force to undertake such tasks as air defense and the elimination of the consequences of air raids during wartime. At the same time, it also undertakes peacetime emergency relief missions. It is a folk rescue team which integrates medical treatment, communication, transportation, fire prevention, epidemic prevention, public order and emergency repair. However, many difficulties and problems have been encountered in the process of rescue, drill and training. This paper takes the present situation of the rescue team in Ordos city as the research background, draws lessons from the construction of the civil defense rescue team at home and abroad, takes the construction of the perfect civil defense rescue team as the research topic, through the actual drill, the case analysis, With the methods of interview and questionnaire, it is found that the main problems of the civil defense rescue team in Ordos are the human factor, the material factor and the command factor, combined with the civil defense science, the theory of accident safety management, the disaster science, the psychology and so on. The causes of the problems of civil defense rescue team are analyzed and summarized. Based on the problems of the civil defense rescue team in Ordos city, this paper puts forward to promote the training enthusiasm of the players by the incentive mechanism in the human resource management method, and puts forward many channels to fight for the training funds in view of the material factors. Enriching combat equipment and establishing a unified rescue command platform; aiming at command factors, the civil defense command system in Ordos is divided into three command levels: decision making, command and implementation, and the division of departments is further clarified. Finally, a perfect flow of emergency response is given. It can be used as a quick and effective command method and action guide to improve the ability of civil defense rescue teams to carry out operations in dealing with emergencies. The rationality of the scheme is verified by selecting a pilot unit for a real-force drill. To study the construction of civil defense rescue team in Ordos city is to strengthen the civil defense rescue management work, effectively circumvent the problems existing in the construction of emergency team, such as non-standard management, unclear task, and so on. By actively exploring a new way for the construction of civil defense rescue teams in the new period, so that the construction of civil defense rescue teams in Ordos can rely on the actual situation, Through the use of effective rescue means and detailed rescue programs to save the lives and property of the people of society, at the same time to achieve the great task of preserving the potential of war.
