【摘要】：受"條塊分割"行政體制影響,我國(guó)市域范圍內(nèi)各類規(guī)劃編制普遍存在"分散化"、"碎片化"和"交叉化"的現(xiàn)象,造成城市空間管理無序、土地資源浪費(fèi)、生態(tài)環(huán)境失衡等諸多不良后果。為此,國(guó)家發(fā)改委、國(guó)土資源部、環(huán)保部、住建部于2014年8月聯(lián)合發(fā)文,確定在28個(gè)市縣開展"多規(guī)合一"試點(diǎn)改革。本文以嘉興市為研究對(duì)象,考察"多規(guī)合一"改革的實(shí)踐進(jìn)展與成效,厘清"多規(guī)合一"改革面臨的現(xiàn)實(shí)挑戰(zhàn),進(jìn)而提出深化"多規(guī)合一"改革的路徑選擇,以期對(duì)優(yōu)化區(qū)域空間規(guī)劃體系、提高城市資源利用效率和促進(jìn)城鄉(xiāng)二元結(jié)構(gòu)的統(tǒng)籌發(fā)展有所裨益。
[Abstract]:Under the influence of the administrative system of "fragmentation", the phenomenon of "decentralization", "fragmentation" and "intersecting" exists in all kinds of planning in the city area of our country, which results in the disorder of urban space management and the waste of land resources. Ecological environment imbalance and many other adverse consequences. To this end, the National Development and Reform Commission, the Ministry of Land and Resources, the Ministry of Environmental Protection and the Ministry of Housing and Construction jointly issued a paper in August 2014, confirming the implementation of a pilot reform of "integration of multiple rules" in 28 cities and counties. Taking Jiaxing City as the research object, this paper investigates the progress and effect of the reform of "multiple rules in one", clarifies the practical challenges facing the reform of "multiple rules in one", and then puts forward the choice of the path to deepen the reform of "multiple rules in one". It is beneficial to optimize the regional spatial planning system, improve the efficiency of urban resource utilization and promote the overall development of urban-rural dual structure.
