公共危機(jī)視角下基層政府公信力提升問(wèn)題研究

【摘要】:危機(jī)是每一種生物在生長(zhǎng)到消亡過(guò)程中都會(huì)遇到的問(wèn)題,人類社會(huì)歷史在某種意義上也是一部不斷面對(duì)危機(jī)、應(yīng)對(duì)危機(jī)的歷史,危機(jī)總是與人類社會(huì)發(fā)展相伴而行。危機(jī)一旦超越狹小邊界指向不特定的多數(shù)人或一定的公共空間就可能演變成公共危機(jī),對(duì)現(xiàn)有的正常社會(huì)秩序形成嚴(yán)峻威脅,甚至造成嚴(yán)重的損害后果。隨著我國(guó)改革開(kāi)放事業(yè)的不斷深入推進(jìn),國(guó)內(nèi)民眾生活水平日益提高,社會(huì)公眾的思想意識(shí)也悄然發(fā)生了改變,不斷趨于理性化和社會(huì)化,政府與公民的關(guān)系不再只是管理與被管理的關(guān)系,也融入了更多服務(wù)與被服務(wù)的內(nèi)涵。公民對(duì)政府的要求與期望越來(lái)越高,而政府行為能否達(dá)到相應(yīng)的要求,則直接決定著政府在公眾之中的威信或信用的高低。公共危機(jī)事件是最考驗(yàn)政府公信力的事件,政府公信力在公共危機(jī)應(yīng)對(duì)中發(fā)揮著重要作用,而公共危機(jī)處理的最終結(jié)果又會(huì)對(duì)政府公信力產(chǎn)生影響。提升政府公信力不僅可以更有效地解決公共危機(jī),而且還可以解決行政合法性等相關(guān)問(wèn)題,有利于增強(qiáng)政府領(lǐng)導(dǎo)力和國(guó)家凝聚力,有助于社會(huì)和諧穩(wěn)定發(fā)展。但如果基層政府在公共危機(jī)中應(yīng)對(duì)不當(dāng)則會(huì)失去公眾的信任,使公信力下降,不利于政府工作的有效進(jìn)行。當(dāng)前我國(guó)基層政府存在著政府信用意識(shí)不強(qiáng)、政令朝發(fā)夕改和公共危機(jī)處理能力弱等問(wèn)題,極大地?fù)p害了廣大基層民眾對(duì)政府的信任,破壞了基層政府的公眾形象。公信力不足會(huì)導(dǎo)致政府在處理公共危機(jī)事件時(shí)無(wú)法取得民眾的信任而難以得到他們的配合,既不利于危機(jī)的解決,也會(huì)威脅涉事群眾的生命、財(cái)產(chǎn)安全。因此,基層政府的公信力建設(shè)問(wèn)題在公共危機(jī)事件的凸顯下變得尤為重要。
[Abstract]:Crisis is a problem that every living thing will encounter in the process of growth and extinction. In a sense, the history of human society is also a history of constantly facing crisis and coping with crisis. Crisis is always accompanied by the development of human society. Once the crisis points beyond the narrow boundary to the unspecified majority or a certain public space, it may evolve into a public crisis, which poses a serious threat to the existing normal social order, and even results in serious damage. With the deepening of the cause of reform and opening up in our country, the living standards of the people in China are improving day by day, and the ideological consciousness of the social public has quietly changed, and has continued to be rationalized and socialized. The relationship between government and citizen is not only the relationship between management and management, but also the connotation of service and service. Citizens' demands and expectations on the government are becoming higher and higher, and whether the government's behavior can meet the corresponding requirements directly determines the prestige or credit of the government in the public. Public crisis is the most important test of the credibility of the government, which plays an important role in the response to the public crisis, and the final outcome of the public crisis will have an impact on the credibility of the government. Enhancing the credibility of the government can not only solve the public crisis more effectively, but also solve the related problems such as administrative legitimacy, which is helpful to strengthen the government leadership and national cohesion, and contribute to the harmonious and stable development of the society. However, if the grass-roots government does not respond properly to the public crisis, it will lose public trust, reduce public credibility and hinder the effective conduct of government work. At present, the government credit consciousness is not strong in our country's grass-roots government, the government order is reformed and the public crisis management ability is weak, which has greatly damaged the trust of the masses of grass-roots people to the government and destroyed the public image of the grass-roots government. The lack of credibility will result in the government can not obtain the trust of the people when dealing with the public crisis, which is not conducive to the solution of the crisis, but also will threaten the lives and property safety of the people involved. Therefore, the credibility of grass-roots governments in the public crisis has become particularly important.
