【摘要】：我國社會對宗教的認知經(jīng)歷了從政治認知到文化認知的轉(zhuǎn)變,還將轉(zhuǎn)變到融合上述兩種認知的治理認知�；谛枨笠绯隼碚撾p層公共事務觀,涉及宗教的治理可分為兩個層面:第一層面是國家對宗教的直接治理,即把宗教作為治理對象的治理;第二層面是國家利用宗教對社會事務的治理,也就是把宗教納入國家治理體系(即把宗教組織作為治理主體)而對社會事務的治理。其中,前一治理層面強調(diào)國家在治理方面的主體性,強調(diào)國家以公共利益原則為依歸,依法管理宗教組織及其信眾,以防范或抑制宗教的消極面;后一治理層面強調(diào)宗教(包括宗教組織及信教人員)在治理方面的主體性,強調(diào)在宗教信仰自由的憲權保障下充分利用宗教在心靈治理方面的比較優(yōu)勢,以發(fā)揮宗教的積極面。同時,以公共利益原則協(xié)調(diào)雙層治理之間的關系,從而最大限度發(fā)揮宗教的積極作用,最大限度抑制宗教的消極作用。
[Abstract]:The cognition of religion in our country has gone through the transformation from political cognition to cultural cognition, and to the governance cognition that combines the above two kinds of cognition. Based on the theory of demand spillover, the governance involving religion can be divided into two levels: the first level is the direct governance of religion by the state, that is, the governance of religion as the object of governance; The second level is the governance of social affairs by the use of religion, that is, to bring religion into the governance system of the country (that is, to take religious organizations as the main body of governance) and to govern social affairs. Among them, the former level of governance emphasizes the subjectivity of the state in governance, emphasizes that the country should take the principle of public interest as its basis, and manage religious organizations and their followers according to law in order to prevent or suppress the negative side of religion; The latter aspect of governance emphasizes the subjectivity of religion (including religious organizations and believers) in governance and makes full use of the comparative advantages of religion in spiritual governance under the guarantee of the constitutional right of freedom of religious belief in order to give play to the positive aspects of religion. At the same time, the principle of public interest is used to coordinate the relationship between the two levels of governance, so as to maximize the positive role of religion and restrain the negative role of religion to the maximum extent.
