【摘要】：低保制度是社會(huì)治理的重要手段之一,發(fā)揮著兜底保障、維持穩(wěn)定、資源再分配的功能,是常態(tài)社會(huì)治理能力的體現(xiàn)之一,是貧困治理的重要保障。目標(biāo)定位作為低保制度的重要環(huán)節(jié),其實(shí)際執(zhí)行過程凸顯了治理的困境。文章闡述了低保制度的目標(biāo)定位方法設(shè)計(jì),分析了基層民政工作人員目標(biāo)定位過程中出現(xiàn)的"寧漏勿錯(cuò)"與"寧錯(cuò)勿漏"的兩難困境。社會(huì)治理中的慣性行政思維、審計(jì)壓力、基層創(chuàng)新動(dòng)力不足等原因?qū)е?寧漏勿錯(cuò)"的出現(xiàn),而不確定性社會(huì)中極端事件的壓力、治理過程中對(duì)政府主導(dǎo)責(zé)任的強(qiáng)調(diào)以及制度創(chuàng)新的嘗試導(dǎo)致"寧錯(cuò)勿漏"的出現(xiàn)。文章最后提出了嚴(yán)格的選擇性原則與適度彈性的結(jié)合,厘清政府責(zé)任邊界與多元治理主體參與,建立容錯(cuò)機(jī)制與彈性空間以及大數(shù)據(jù)和信息化建設(shè)等具體措施。
[Abstract]:The system of minimum living allowance is one of the important means of social governance. It plays the functions of bottom protection, maintenance of stability and redistribution of resources. It is one of the embodiment of normal social governance ability and the important guarantee of poverty management. As an important link of minimum security system, target orientation highlights the dilemma of governance. This paper expounds the design of the target orientation method of the minimum security system, and analyzes the dilemma of "rather than miss the wrong" and "better the wrong than the wrong" which appears in the process of the target orientation of the grass-roots civil affairs staff. The inertia of administrative thinking, the pressure of auditing and the lack of innovation power at the grass-roots level lead to the emergence of "better to miss than wrong", while the pressure of extreme events in the uncertain society, The emphasis on the leading responsibility of the government and the attempt of institutional innovation in the process of governance lead to the emergence of "better wrong than wrong". Finally, the paper puts forward the combination of strict selectivity principle and moderate elasticity, clarifies the boundary of government responsibility and the participation of multiple governance subjects, establishes the fault-tolerant mechanism and flexibility space, big data and information construction and so on.
