【摘要】:對改革開放以來中國共產(chǎn)黨社會治理思想在民族地區(qū)的實踐進行研究,在當前具有十分重要的理論意義和現(xiàn)實價值。改革開放以來中國共產(chǎn)黨社會治理思想的形成,離不開中國傳統(tǒng)社會治理思想的歷史參照、馬克思主義社會管理思想的理論基礎(chǔ)、國外社會治理理論的合理借鑒以及改革開放以來中國社會轉(zhuǎn)型的現(xiàn)實。在改革開放初步探索時期,中國少數(shù)民族地區(qū)受十年動亂影響,民族工作百廢待興,貧困態(tài)勢嚴峻,經(jīng)濟發(fā)展緩慢,對此,中國共產(chǎn)黨有組織地大規(guī)模扶貧,幫助民族地區(qū)發(fā)展經(jīng)濟,調(diào)整恢復(fù)民族關(guān)系,堅持并完善民族區(qū)域自治。改革開放進一步完善時期,民族地區(qū)貧困問題有所緩解但依然突出,經(jīng)濟發(fā)展加快但與發(fā)達地區(qū)的差距仍很大,而且受到“三股勢力”的威脅,對此,中國共產(chǎn)黨及時召開中央民族工作會議以準確把握民族工作的前進方向,加大對民族地區(qū)的扶貧力度,注重扶貧效益的提高,還實施西部大開發(fā)戰(zhàn)略以改變不均衡發(fā)展狀況,并且嚴厲打擊“三股勢力”,堅決維護祖國統(tǒng)一和社會穩(wěn)定。改革開放全面推進時期,民族地區(qū)經(jīng)濟發(fā)展迫切需要提質(zhì)增效,法治社會建設(shè)也面臨諸多不利因素,對此,中國共產(chǎn)黨穩(wěn)中求進提質(zhì)效,以改革創(chuàng)新促進民族地區(qū)經(jīng)濟發(fā)展,并且全面依法治區(qū),積極推進民族地區(qū)法治社會建設(shè)。改革開放以來黨在民族地區(qū)社會治理的基本經(jīng)驗,一是必須堅持中國共產(chǎn)黨的領(lǐng)導;二是必須大力發(fā)展經(jīng)濟,為民族地區(qū)治理奠定堅實基礎(chǔ);三是必須積極構(gòu)建和諧民族關(guān)系,將其作為民族地區(qū)治理最重要的價值追求;四是民族區(qū)域自治是民族地區(qū)治理最好的制度安排,必須堅持并加以完善。當前,在看到中國共產(chǎn)黨民族地區(qū)社會治理取得巨大成就的同時,也要正確認識這些地區(qū)經(jīng)濟社會發(fā)展還相對比較滯后、民族區(qū)域自治制度發(fā)展創(chuàng)新還有一些沒有解決好的問題,以及“三股勢力”在民族地區(qū)活動還比較猖獗、民族地區(qū)法治社會建設(shè)還面臨諸多挑戰(zhàn)等問題。對此既不能盲目樂觀,也不能因此而否定中國共產(chǎn)黨所付出的努力和取得的成績。
[Abstract]:It is of great theoretical significance and practical value to study the practice of the Communist Party of China's social governance thought in ethnic areas since the reform and opening up. Since the reform and opening up, the formation of the social governance thought of the Communist Party of China can not be separated from the historical reference of the Chinese traditional social governance thought and the theoretical basis of the Marxist social management thought. The rational reference of foreign social governance theory and the reality of China's social transformation since the reform and opening up. During the initial exploration period of reform and opening up, the ethnic minority areas in China were affected by the ten years of turmoil, the work of ethnic minorities was abandoned, the situation of poverty was severe, and the economic development was slow. In response to this, the Communist Party of China has organized and large-scale poverty alleviation. We will help ethnic regions develop their economies, readjust and restore ethnic relations, and uphold and improve regional ethnic autonomy. During the period of further improvement of reform and opening up, the poverty problem in ethnic minority areas has been alleviated, but it is still prominent. The economic development is accelerating, but the gap with developed regions is still very large, and they are threatened by the "three forces." The Communist Party of China held a central national work conference in time to accurately grasp the direction of national work, increase poverty alleviation efforts in ethnic areas, focus on the improvement of poverty alleviation efficiency, and implement the strategy of developing the western region in order to change the unbalanced development situation. And severely crack down on the "three forces," resolutely safeguard the reunification of the motherland and social stability. During the period of comprehensive promotion of reform and opening up, the economic development of ethnic minority areas urgently needs to improve quality and efficiency, and the construction of a society ruled by law also faces many unfavorable factors. In view of this, the Communist Party of China is seeking steady progress and improving quality and effectiveness in order to promote the economic development of minority areas through reform and innovation. And comprehensive rule of law areas, actively promote the construction of the rule of law society in ethnic areas. Since the reform and opening up, the Party's basic experience in social governance in minority areas has been that, first, it must adhere to the leadership of the Communist Party of China; second, it must vigorously develop the economy to lay a solid foundation for the governance of ethnic areas; and third, it must actively build harmonious national relations. Fourth, regional autonomy is the best institutional arrangement for the governance of ethnic regions, which must be adhered to and perfected. At present, while seeing great achievements in social governance in ethnic areas of the Communist Party of China, it is also necessary to correctly understand that the economic and social development of these areas is relatively lagging behind. There are still some unsolved problems in the development and innovation of ethnic regional autonomy system, the activities of "three forces" in ethnic areas are still rampant, and the construction of the rule of law society in minority areas still faces many challenges. We should neither be blindly optimistic nor deny the efforts and achievements made by the Communist Party of China.
