【摘要】:隨著我國(guó)經(jīng)濟(jì)社會(huì)的發(fā)展和經(jīng)濟(jì)政治體制改革的順利進(jìn)行,沈陽(yáng)市S區(qū)區(qū)縣政府在工作作風(fēng)和職能轉(zhuǎn)變等方面已經(jīng)取得了重大成果。但是,作為沈陽(yáng)市S區(qū)區(qū)縣政府效率低下、機(jī)構(gòu)臃腫、資源嚴(yán)重浪費(fèi)等問(wèn)題仍然困擾著新時(shí)代沈陽(yáng)市S區(qū)區(qū)縣政府的發(fā)展。開(kāi)展區(qū)縣政府目標(biāo)化績(jī)效評(píng)估有助于提高政府績(jī)效水平。我國(guó)在一黨執(zhí)政前提下,政府決策有很大能動(dòng)性和社會(huì)指導(dǎo)性,而區(qū)縣政府是政策最終執(zhí)行部門(mén),在我國(guó)行政管理體系中具有重要地位。找出適合沈陽(yáng)市S區(qū)區(qū)縣政府績(jī)效評(píng)估的一般方法,提出適合沈陽(yáng)市S區(qū)區(qū)縣政府績(jī)效評(píng)估體系建設(shè)的有效對(duì)策,評(píng)估政府績(jī)效,是本文研究的意義。本文主體內(nèi)容由四部分構(gòu)成:首先交代了本文選題的理論意義、現(xiàn)實(shí)研究意義及相關(guān)研究現(xiàn)狀。其次論述了沈陽(yáng)市S區(qū)區(qū)縣政府績(jī)效評(píng)估的相關(guān)概念及理論基礎(chǔ),這部分主要是對(duì)績(jī)效的概念和區(qū)縣政府績(jī)效評(píng)估的概念的進(jìn)行的介紹和界定,并同時(shí)介紹了目標(biāo)管理理論的相關(guān)內(nèi)容。從新公共管理和目標(biāo)管理理論的角度來(lái)對(duì)區(qū)縣政府績(jī)效評(píng)估的各個(gè)系統(tǒng)框架進(jìn)行介紹和分析。再次是S區(qū)政府目標(biāo)化績(jī)效評(píng)估問(wèn)題與原因分析。問(wèn)題及原因體現(xiàn)在:因相關(guān)法律法規(guī)不健全,導(dǎo)致的某些方面欠缺法律依據(jù);因缺乏激勵(lì)機(jī)制,導(dǎo)致的評(píng)估的動(dòng)力與積極性不高;因評(píng)估技術(shù)方法落后和傳統(tǒng)政府理念慣性,導(dǎo)致的評(píng)估效果不理想;沈陽(yáng)市S區(qū)區(qū)縣政府績(jī)效評(píng)估監(jiān)督權(quán)力集中在少數(shù)人手中;政府職能部門(mén)及其工作人員唯上是從,而導(dǎo)致的服務(wù)、責(zé)任、顧客意識(shí)不強(qiáng);轉(zhuǎn)型時(shí)期的區(qū)縣政府職能太寬及傳統(tǒng)政府理念慣性,而導(dǎo)致的無(wú)限政府的目標(biāo)取向。最后提出完善區(qū)縣政府目標(biāo)化績(jī)效評(píng)估的對(duì)策:通過(guò)完備法規(guī),加強(qiáng)監(jiān)督,規(guī)范程序,來(lái)提高績(jī)效評(píng)估的規(guī)范化程度;運(yùn)用好財(cái)政和人事兩個(gè)杠桿,健全有效的績(jī)效評(píng)估激勵(lì)機(jī)制;運(yùn)用當(dāng)代新公共管理理論改變傳統(tǒng)政府理念,使公共服務(wù)納入到市場(chǎng)化主體的配套服務(wù)之中;運(yùn)用目標(biāo)管理理論確立目標(biāo)和考核機(jī)構(gòu),量化分解,明晰責(zé)任和監(jiān)督。
[Abstract]:With the development of our country's economy and society and the smooth reform of the economic and political system, the government of the district and county of the S District of Shenyang has made great achievements in the work style and the transformation of its functions. However, as the low efficiency of the county government of the Shenyang District, the overstaffed organization, the serious wave of the resources and other problems still plague the Shenyang S District of the new era. The development of the county government. Developing the performance evaluation of the district and county government is helpful to improve the performance level of the government. Under the premise of the one party administration, the government decision has great initiative and social guidance. The district and county government is the final executive department of the policy and has an important position in the administrative system of our country. To find out the county administration in the S District of Shenyang city. The general method of the government performance evaluation, putting forward the effective countermeasures for the construction of the performance evaluation system of the district and county government of the S District of Shenyang city and assessing the government performance is the significance of this paper. The main contents of this article are composed of four parts: first, the theoretical significance, the practical significance and the related research status of this topic are explained, and then the S of Shenyang city is discussed. The relevant concepts and theoretical foundations of district and county government performance evaluation are mainly introduced and defined on the concept of performance and the concept of district and county government performance evaluation, and the relevant contents of the theory of target management are introduced at the same time. From the perspective of new public management and goal management theory, the performance evaluation of district and county government is made. The system framework is introduced and analyzed. Finally, we put forward the countermeasures to improve the performance evaluation of the district and county government: through the complete regulations, strengthening supervision and standardizing the procedure, we can improve the standardization degree of the performance evaluation; use two leverage of Finance and personnel, improve the effective performance evaluation and incentive mechanism, and change the traditional government theory with the modern new public management theory. In addition, the public service should be included in the supporting services of the main body of the market.
