【摘要】：流浪乞討人員救助管理制度實(shí)施以來(lái),政府一直在流浪乞討人員救助中發(fā)揮著主導(dǎo)作用。近年來(lái),隨著救助工作的專業(yè)化、社會(huì)化趨勢(shì)和社會(huì)組織的蓬勃發(fā)展,各地政府正在逐步將流浪乞討人員救助這項(xiàng)公共服務(wù)按照具體服務(wù)內(nèi)容、以不同形式進(jìn)行購(gòu)買。本文通過(guò)對(duì)30家公辦救助管理機(jī)構(gòu)的調(diào)研,介紹了目前政府為流浪乞討人員購(gòu)買服務(wù)的現(xiàn)狀、取得的成效和存在的問(wèn)題,并通過(guò)美國(guó)、香港為流浪乞討人員購(gòu)買服務(wù)的實(shí)踐經(jīng)驗(yàn),得出對(duì)我國(guó)政府購(gòu)買流浪乞討人員救助服務(wù)的啟示,如建立流浪乞討人員救助的統(tǒng)籌機(jī)制、正確處理政府與社會(huì)組織的關(guān)系、構(gòu)建完善的評(píng)估監(jiān)督機(jī)制等。最后,提出正確認(rèn)識(shí)政府角色和責(zé)任、營(yíng)造完善規(guī)范的購(gòu)買環(huán)境、培育適當(dāng)?shù)纳鐣?huì)組織、樹立風(fēng)險(xiǎn)防范意識(shí)等對(duì)策建議。
[Abstract]:Since the implementation of the system, the government has been playing a leading role in the relief of vagrant beggars. In recent years, with the specialization of relief work, the trend of socialization and the vigorous development of social organizations, local governments are gradually purchasing the public service of vagrant beggars in accordance with the specific service contents. Based on the investigation of 30 public aid agencies, this paper introduces the current situation of the government purchasing services for vagrants and beggars, the results achieved and the existing problems, and through the United States, Hong Kong's practical experience in purchasing services for vagrants and beggars draws inspiration to the Chinese government in purchasing the services of vagrants and beggars, such as establishing an overall mechanism for the assistance of vagrants and beggars, and correctly handling the relationship between the government and social organizations. Build a perfect evaluation and supervision mechanism and so on. Finally, the author puts forward some countermeasures and suggestions, such as correctly understanding the role and responsibility of the government, creating a perfect and standardized purchasing environment, cultivating appropriate social organizations, and setting up the awareness of risk prevention.
