【摘要】：城市燃?xì)庀到y(tǒng)是城市基礎(chǔ)設(shè)施建設(shè)的重要組成部分,事關(guān)城市安全和諧、人民生活穩(wěn)定。伴隨著城市的不斷發(fā)展,燃?xì)庾鳛樯畹谋匦杵?其用量和相關(guān)設(shè)施數(shù)量迅猛增長,影響燃?xì)獍踩牟豢煽匾蛩匾苍絹碓蕉?頻頻發(fā)生的燃?xì)馐鹿矢窃诓粩嗵嵝阎藗內(nèi)細(xì)獍踩闹匾�。燃�(xì)馐鹿蕩淼奈：π钥梢哉f是有目共睹,而政府作為燃?xì)庑袠I(yè)的監(jiān)管者,如何加強政府應(yīng)急管理,正確有效地應(yīng)對燃?xì)馔话l(fā)事故,最大程度上降低燃?xì)馔话l(fā)事故帶來的危害,成為了相關(guān)政府部門重點研究和解決的問題。本文針對政府燃?xì)馐鹿实膽?yīng)急管理展開研究。在總結(jié)燃?xì)馐鹿实奶攸c、周期和危害性基礎(chǔ)上,重點對當(dāng)前我國的政府燃?xì)馐鹿蕬?yīng)急管理現(xiàn)狀進(jìn)行了分析,并從相關(guān)法律體系、政府的監(jiān)管力度、應(yīng)急預(yù)案的內(nèi)容制定、部門之間工作協(xié)調(diào)、社會宣傳等五個方面闡述了政府燃?xì)馐鹿蕬?yīng)急管理中存在的問題,進(jìn)而提出了解決和改善當(dāng)前現(xiàn)狀的建議與措施,以期為政府實現(xiàn)燃?xì)獍踩芾硖峁┯幸娴馁Y料和依據(jù)。當(dāng)前我國國內(nèi)對燃?xì)馐鹿蔬M(jìn)行的研究主要著重于安全管理專業(yè)技術(shù)和風(fēng)險研究方面,從政府角度出發(fā)研究燃?xì)馐鹿使芾淼南嚓P(guān)文獻(xiàn)和資料非常有限,本文的研究角度拓展了燃?xì)馐鹿恃芯康男乱暯?能夠為政府對燃?xì)庑袠I(yè)的管理提供一些思路和建議。政府作為城市燃?xì)庑袠I(yè)的監(jiān)管者,有權(quán)利、更有責(zé)任和義務(wù)在預(yù)防事故、安全監(jiān)管以及應(yīng)急處理方面加大力量,完善監(jiān)管的手段和方法,減少事故的數(shù)量與危害,努力解決燃?xì)馐鹿实膽?yīng)急處理方面存在的問題,控制事故危害、減少社會損失。另外,文章提出將政府部門的燃?xì)獍踩芾砑{入到社會管理之中,豐富了政府燃?xì)獍踩芾淼膬?nèi)容,為政府實現(xiàn)燃?xì)獍踩芾淼纳鐣娓采w提供了一些方式方法,希望能夠在政府加強燃?xì)獍踩芾硌芯恐衅鸬綊伌u引玉的作用。
[Abstract]:Urban gas system is an important part of urban infrastructure construction, which is related to the safety and harmony of the city and the stability of people's life. With the continuous development of the city, as a necessity of life, the consumption of gas and the quantity of related facilities are increasing rapidly, and there are more and more uncontrollable factors that affect the safety of gas. Frequent gas accidents are reminding people of the importance of gas safety. The harmfulness of gas accidents can be said to be obvious to all. However, as the regulator of the gas industry, how to strengthen the government's emergency management, correctly and effectively deal with the gas emergencies, and minimize the harm caused by the gas emergencies, It has become the key research and solution of relevant government departments. This paper studies the emergency management of government gas accident. On the basis of summing up the characteristics, cycle and harmfulness of gas accident, this paper analyzes the current situation of emergency management of government gas accident in our country, and formulates the contents of emergency plan from the relevant legal system, the government's supervision, and the content of emergency plan. The problems existing in the emergency management of government gas accidents are expounded in five aspects, such as coordination of work among departments, social propaganda and so on, and suggestions and measures to solve and improve the current situation are put forward. In order to provide useful information and basis for the government to realize the gas safety management. At present, the domestic research on gas accident mainly focuses on the professional technology of safety management and the study of risk. The relevant literature and data on gas accident management are very limited from the angle of the government. The research angle of this paper expands the new angle of view of gas accident research, and can provide some ideas and suggestions for the government to manage the gas industry. As the regulator of the city gas industry, the government has the right, the more responsibility and the duty to increase its strength in the prevention of accidents, safety supervision and emergency handling, improve the means and methods of supervision, and reduce the number and harm of accidents. Try to solve the gas accident emergency problems, control the accident harm, reduce social losses. In addition, the article proposes to bring the gas safety management of government departments into the social management, which enriches the contents of the government gas safety management, and provides some ways and means for the government to realize the social coverage of gas safety management. Hope to be able to strengthen gas safety management in the government research play a role.
