【摘要】：當(dāng)前,隨著全面從嚴(yán)治黨的推進(jìn),干部隊(duì)伍中"為官不為"作風(fēng)悄然而起。從生態(tài)行政學(xué)視角分析官場出現(xiàn)的這種消極適應(yīng)性行為,我們發(fā)現(xiàn)"治標(biāo)"與"治本"相互割裂、行政資源消耗過大而行政效能低下、"隱性行政"和"顯性行政"背道而馳是當(dāng)今中國行政管理領(lǐng)域"為官不為"治理的主要缺陷。從行政生態(tài)學(xué)角度治理"為官不為"現(xiàn)象,必須既治標(biāo)又治本,開啟"標(biāo)本兼治"型公共治理新模式;必須從源頭上治理釀生"為官不為"現(xiàn)象的體制機(jī)制因素;必須吸納世界各國治理"為官不為"現(xiàn)象的"包容性"治理理念,以"柔性行政""謙抑行政""協(xié)商行政"開啟當(dāng)代中國"為官不為"治理新局面。
[Abstract]:At present, with the promotion of comprehensive and strict administration of the Party, the style of "not serving as an official" in the cadre ranks is quietly rising.From the perspective of ecological administration, we analyze the passive adaptive behavior of officialdom, and we find that "palliative treatment" and "radical treatment" are separated from each other.The administrative resources are consumed too much and the administrative efficiency is low. "recessive administration" and "dominant administration" are the main defects of governance in the field of administration in China.From the angle of administrative ecology, to deal with the phenomenon of "not acting as officials", we must not only deal with both the symptoms and the root causes, but also open a new mode of public governance of "treating both symptoms and symptoms", and must deal with the institutional and mechanism factors of the phenomenon of "not acting as officials" from the source.It is necessary to absorb the concept of "inclusive" governance of all countries in the world, and take "flexible administration", "modest administration", "deliberative administration" to open up a new situation of "not being an official" in contemporary China.
