【摘要】：經(jīng)過改革開放三十年的政治、經(jīng)濟體制改革,目前的改革轉型工作已近進入深水區(qū),各級政府不斷調(diào)整自身發(fā)展結構,以適應人們對社會救助方面的需求。沈陽市是較早制定社會救濟政策和配套制度的城市之一,根據(jù)沈陽市的經(jīng)濟和人文發(fā)展步伐,積極調(diào)整相關配套政策,但是由于改革開放的進程過快,過度注重經(jīng)濟發(fā)展,使得目前的社會救助制度暴露出了很多問題。本文采取政策分析的形式,同時借鑒國內(nèi)外社會救助經(jīng)驗,并以沈陽市社會救助的情況為準繩,對產(chǎn)生的原因進行分析,提出對當前社會救助政策有改進價值的對策和建議。 通過對我國救助制度的歷史程序的研究和沈陽市實施狀況的分析,找出現(xiàn)今政策仍需改進的方面。如法律層級低,沒有和救助制度相適應的高階為法；缺乏一個可以統(tǒng)一協(xié)調(diào)辦理的機構,解決目前救助項目多部門林立的情況；救助資金救助標準的確定,受財政影響,達不到更高標準；被救助對象的對救助的認識不正確,受救助對象因有救濟款而變得懶惰等問題。 本文力圖通過學習國際和發(fā)達城市的先進經(jīng)驗,對比目前政策中的不足找出解決問題的對策。主要有：引進非政府組織參與到社會救助中；規(guī)范社會救助法,提升社會救助的立法等級；讓被救助對象重新回到社會勞動中,重拾工作愿望。
[Abstract]:After 30 years of reform and opening to the outside world, the reform and transformation work has entered the deep water area. Governments at all levels constantly adjust their development structure to meet the needs of people for social assistance.Shenyang is one of the cities that formulated social relief policies and supporting systems earlier. According to the pace of economic and human development in Shenyang, it actively adjusted the relevant supporting policies. However, due to the rapid process of reform and opening up, too much attention has been paid to economic development.So that the current social assistance system exposed a lot of problems.This paper takes the form of policy analysis, and draws lessons from the experience of social assistance at home and abroad, and taking the situation of social assistance in Shenyang as the yardstick, analyzes the causes, and puts forward some countermeasures and suggestions for the improvement of the current social assistance policy.Through the study of the historical procedure of the aid system in China and the analysis of the implementation situation in Shenyang, the author finds out the aspects that need to be improved in the present policy.For example, the legal hierarchy is low and there is no higher order of law suited to the relief system; there is a lack of a unified and coordinated organization to solve the current multi-sectoral situation of relief projects; and the determination of the criteria for rescue funds and assistance is affected by the financial situation.Not up to higher standards; the object of assistance is not correct understanding of the relief, the recipient becomes lazy because of the relief money, and so on.By studying the advanced experience of international and developed cities, this paper tries to find out the countermeasures to solve the problems by comparing the shortcomings of current policies.There are mainly: introducing non-governmental organizations to participate in social assistance; standardizing the law of social assistance to enhance the legislative level of social assistance; let the object of assistance return to social labor and regain the desire to work.
