【摘要】：殘疾人社會組織作為我國社會組織的一部分,在我國殘疾人公共服務(wù)供給和公共物品提供過程中扮演著越來越重要的角色。我國目前在殘疾人社會組織管理中存在著種種問題,但相關(guān)研究主要集中在殘保金和社會工作者參與殘疾人社會組織等相關(guān)領(lǐng)域。本文主要以安徽省銅陵市殘疾人社會組織為研究對象,引入新概念“樞紐型”社會組織,運用文獻研究法、比較分析法、案例分析法、實地調(diào)研法等研究方法,將殘疾人聯(lián)合會、社區(qū)殘疾人協(xié)會歸類于一級“樞紐型”社會組織和基層“樞紐型”社會組織,為完善殘疾人社會組織管理的鏈條,明確各機構(gòu)職能、組織管理、監(jiān)管體制,提供了新的研究視角。本文還以“殘疾人反哺社會”為創(chuàng)新點,積極鼓勵政府創(chuàng)建殘疾人社會組織孵化園,充分利用資源扶助殘疾人個人康復(fù)的同時,殘疾人也可以為社會貢獻自己的力量,充分發(fā)揮長處,促進殘疾人自立根生,實現(xiàn)人生價值。本篇文章共分為五個部分,第一章是緒論,闡述了選題背景、選題意義、國內(nèi)外文獻綜述、研究方法,以及創(chuàng)新點與不足等。第二章對殘疾人社會組織相關(guān)概念和理論進行了概述。在對“殘疾人”做了界定后,解釋了新概念“樞紐型”社會組織,殘疾人社會組織的分類、特點和作用,以及殘疾人社會組織管理的理論基礎(chǔ)。第三章梳理了銅陵市殘疾人社會組織的現(xiàn)狀,分析了典型組織的具體情況。第四章主要分析了銅陵市殘疾人社會組織管理存在的問題,包括管理體制、監(jiān)管體系、培植力度、組織自身建設(shè)等。第五章針對問題,提出了殘疾人社會組織管理的對策建議。通過對安徽省銅陵市的殘疾人社會組織管理進行研究發(fā)現(xiàn),殘疾人社會組織范圍是比較大的,且沒有相關(guān)文獻明確的劃分不同性質(zhì)社會組織之間的區(qū)別,對殘疾人聯(lián)合會到底是屬于社會組織還是政府職能機構(gòu)存在很大的爭議。本文將殘疾人社會組織進行了分類:市、縣、區(qū)殘疾人聯(lián)合會,社區(qū)殘疾人協(xié)會,殘疾人專門協(xié)會,民辦非企業(yè)單位。針對分類,我對各社會組織內(nèi)部自身的管理,互相之間的管理層級關(guān)系,支持關(guān)系進行了分析,力求全方位解決殘疾人社會組織從萌芽到成熟會遇到的政策、體制、資金、監(jiān)管等問題,創(chuàng)造一個更加和諧的殘疾人社會組織發(fā)展環(huán)境。通過本文對殘疾人社會組織的研究,也希望能將“樞紐型”社會組織的概念廣泛應(yīng)用于其他社會組織中,更好對社會組織進行分類分級分領(lǐng)域管理,加強專業(yè)的指導,重點的培育,為中國社會組織管理的發(fā)展做出貢獻。
[Abstract]:As a part of the social organization of our country, the social organization of the disabled plays a more and more important role in the process of providing public service and public goods for the disabled in our country.There are many problems in the social organization management of the disabled in our country, but the related research is mainly focused on the disability social organization and other related fields such as the residual fund and the participation of social workers in the social organization of the disabled.This paper mainly takes the social organization of disabled people in Tongling City of Anhui Province as the research object, introduces the new concept of "Hub Type" social organization, applies the methods of literature research, comparative analysis, case analysis, field investigation and so on.In order to improve the chain of management of social organizations for disabled people, to define the functions, organize, manage and supervise the social organizations of disabled persons, the associations of disabled persons are classified as "pivot" social organizations and grass-roots "pivot" social organizations.It provides a new perspective for research.This article also takes "the disabled person to feed the society" as the innovation point, positively encourages the government to establish the disabled social organization incubator, fully utilizes the resources to help the disabled individual rehabilitation, the disabled also may contribute own strength for the society,Give full play to the strong points, promote the disabled self-supporting root students, realize the value of life.This article is divided into five parts. The first chapter is the introduction, which describes the background, significance, domestic and foreign literature review, research methods, as well as innovative points and shortcomings.The second chapter summarizes the related concepts and theories of social organization of disabled persons.After defining the "disabled", this paper explains the new concept of the "pivot" social organization, the classification, characteristics and functions of the social organization of the disabled, and the theoretical basis of the management of the social organization for the disabled.The third chapter combs the present situation of the social organization of the disabled in Tongling city, and analyzes the concrete situation of the typical organization.The fourth chapter mainly analyzes the problems existing in the management of the social organization of the disabled in Tongling, including the management system, the supervision system, the cultivation strength, the organization self-construction and so on.The fifth chapter puts forward the countermeasures and suggestions for the social organization management of the disabled.Through the study of the social organization management of the disabled in Tongling City of Anhui Province, it is found that the scope of the social organization of the disabled is relatively large, and there is no clear distinction between the social organizations of different nature in the relevant literature.There is a great dispute about whether the disabled people's federation belongs to the social organization or the government function organization.This paper classifies the social organizations of the disabled: city, county, district disabled persons' federation, community disabled people's association, special association for the disabled, non-enterprise unit run by the people.In view of the classification, I have analyzed the internal management of each social organization, the management hierarchy relationship among each other, and the support relationship, in an effort to solve in all directions the policies, systems and funds that will be encountered by the social organizations of persons with disabilities from the beginning to the maturity.Supervision and other issues, to create a more harmonious social organizations for the disabled development environment.Through the study of the social organization of the disabled in this paper, we hope that the concept of "pivotal" social organization can be widely applied in other social organizations, so that the social organization can be better managed by classification, classification, subdomain management and professional guidance.Focus on the cultivation, for the development of social organization management in China to make contributions.
