【摘要】：利用世界銀行關(guān)于中國(guó)企業(yè)營(yíng)商環(huán)境的調(diào)查數(shù)據(jù),從企業(yè)研發(fā)產(chǎn)出和制度差異雙視角實(shí)證檢驗(yàn)了簡(jiǎn)政放權(quán)與腐敗對(duì)企業(yè)技術(shù)創(chuàng)新的交互效應(yīng).研究發(fā)現(xiàn),簡(jiǎn)政放權(quán)對(duì)企業(yè)技術(shù)創(chuàng)新具有促進(jìn)作用,腐敗對(duì)企業(yè)技術(shù)創(chuàng)新具有抑制作用,簡(jiǎn)政放權(quán)能夠弱化腐敗對(duì)企業(yè)技術(shù)創(chuàng)新的負(fù)面影響.在制度環(huán)境差的地區(qū),簡(jiǎn)政放權(quán)對(duì)腐敗引致的負(fù)效應(yīng)有著更為顯著的抑制作用;對(duì)研發(fā)產(chǎn)出低的企業(yè)而言,簡(jiǎn)政放權(quán)更有利于此類企業(yè)開展技術(shù)創(chuàng)新.根據(jù)本文結(jié)論,政府應(yīng)當(dāng)有針對(duì)性地加強(qiáng)制度環(huán)境差的地區(qū)簡(jiǎn)政放權(quán)落實(shí)力度,簡(jiǎn)化制約研發(fā)產(chǎn)出低企業(yè)技術(shù)創(chuàng)新的行政審批環(huán)節(jié),將技術(shù)創(chuàng)新成果交由市場(chǎng)檢驗(yàn).
[Abstract]:By using the World Bank's survey data on the business environment of Chinese enterprises, this paper empirically examines the interactive effects of decentralization and corruption on technological innovation from the perspective of enterprise R & D output and institutional differences.It is found that the decentralization of government can promote the technological innovation of enterprises, the corruption can restrain the technological innovation of enterprises, and the decentralization of government can weaken the negative influence of corruption on technological innovation of enterprises.In the regions with poor institutional environment, the decentralization of government has a more significant inhibitory effect on the negative effects caused by corruption; for the enterprises with low R & D output, the decentralization of government is more conducive to the technological innovation of such enterprises.According to the conclusion of this paper, the government should strengthen the enforcement of administrative power in regions with poor institutional environment, simplify the administrative examination and approval of technological innovation in enterprises with low R & D output, and submit the achievements of technological innovation to the market for testing.
