【摘要】：作為國家治理的一個子系統(tǒng),中國社會治理在"十三五"及此后相當長的一段時間內(nèi)所要解決的一個核心問題是如何在新常態(tài)條件下通過全面的社會治理創(chuàng)新來實現(xiàn)社會系統(tǒng)的現(xiàn)代化改造,從而內(nèi)在地支撐國家現(xiàn)代治理體系以及增強國家現(xiàn)代治理能力。中國社會治理的現(xiàn)代化不是西方化,而是在社會體制與社會建設層面對中國特色社會主義制度的進一步完善。著眼于完善和發(fā)展中國特色社會主義制度,中國社會治理現(xiàn)代化的頂層設計是一個亟需認真對待的復雜性治理問題,并不能期待一蹴而就,具體體制機制設計需要在頂層設計與治理實踐的互動中不斷探索、改革與完善。
[Abstract]:As a subsystem of national governance,One of the core problems that China's social governance has to solve in the 13th Five-Year Plan and for a long time thereafter is how to realize the modernization and transformation of the social system through comprehensive social governance innovation under the new normal conditions.Thus support the national modern governance system and strengthen the national modern governance capacity.The modernization of Chinese social governance is not westernization, but the further perfection of socialist system with Chinese characteristics in the aspect of social system and social construction.With a view to improving and developing the socialist system with Chinese characteristics, the top-level design of China's social governance modernization is a complex governance issue that needs to be seriously dealt with, and cannot be expected to be accomplished overnight.The design of specific system and mechanism needs to be explored, reformed and perfected in the interaction between top-level design and governance practice.
