【摘要】：[目的/意義]評(píng)估我國(guó)地方政府開(kāi)放數(shù)據(jù)的生存狀況,分析存在問(wèn)題及總結(jié)相關(guān)經(jīng)驗(yàn),對(duì)于推動(dòng)我國(guó)政府?dāng)?shù)據(jù)開(kāi)放工作的進(jìn)一步發(fā)展具有現(xiàn)實(shí)意義。[方法/過(guò)程]在建立政府開(kāi)放數(shù)據(jù)生存狀態(tài)評(píng)估表的基礎(chǔ)上,通過(guò)網(wǎng)站觀察和數(shù)據(jù)分析,對(duì)我國(guó)19個(gè)地方政府開(kāi)放數(shù)據(jù)的生存狀態(tài)進(jìn)行調(diào)查評(píng)估。[結(jié)果/結(jié)論]結(jié)果表明,我國(guó)地方政府開(kāi)放數(shù)據(jù)生存狀態(tài)相當(dāng)嚴(yán)峻,存在問(wèn)題有大部分地方政府還沒(méi)有厘清開(kāi)放數(shù)據(jù)和開(kāi)放信息的關(guān)系,相關(guān)法律法規(guī)缺失,數(shù)據(jù)管理各自為政,對(duì)數(shù)據(jù)缺乏有效盤(pán)活,數(shù)據(jù)價(jià)值有待挖掘等;提出建議包括制定數(shù)據(jù)開(kāi)放法律法規(guī),設(shè)立專(zhuān)門(mén)管理機(jī)構(gòu),建立統(tǒng)一服務(wù)平臺(tái),盤(pán)活數(shù)據(jù)存量、優(yōu)化增量,推廣數(shù)據(jù)利用、擴(kuò)大數(shù)據(jù)影響力等。
[Abstract]:[objective / significance] it is of practical significance to evaluate the living conditions of open data of local governments in China, to analyze the existing problems and to sum up relevant experiences, which is of practical significance to promote the further development of the open data work of our government.[method / process] based on the establishment of government open data living state assessment table, through website observation and data analysis, 19 local government open data survival status in China were investigated and evaluated.[results / conclusions] the results show that the existence of open data of local governments in our country is quite severe, and most of the local governments have not clarified the relationship between open data and open information, and the relevant laws and regulations are missing.Data management is independent, lack of effective activation of data, data value to be mined, and so on, including making open laws and regulations of data, setting up special management organization, establishing unified service platform, activating data stock, optimizing increment, etc.Promote the use of data, expand the impact of data, and so on.
