【摘要】：綠色代表著生機,昭示著希望。千百年來,人類依靠自然資源滋養(yǎng)生息。而對地球資源的過度開采與汲取,使自然環(huán)境遭到嚴重破壞。直接影響到人類的生存與可持續(xù)發(fā)展�，F(xiàn)今,人類開始反思“征服自然、人定勝天”的口號,全球已經(jīng)掀起了一場空前盛大的綠色革命。人們開始尋找和培植“綠色”,綠色革命深度影響著社會各個方面,重要的是“綠色革命”也開始涉及并影響到了政治領(lǐng)域。綠色政府概念就是在這種國際綠色浪潮環(huán)境下應(yīng)運而生的。我國過去長期實行粗放型的增長方式,一方面經(jīng)濟快速發(fā)展、人們生活水平不斷改善,另一方面也造成了資源過度消耗、環(huán)境嚴重污染的負面效應(yīng)�；诖祟悹顩r,我國政府在黨的十七大以后提出了科學發(fā)展觀和建設(shè)和諧社會的高瞻遠矚、審時度勢的中國特色社會建設(shè)主題。以人為本是科學發(fā)展觀的核心,人與自然的和諧是構(gòu)建和諧社會的重要組成部分。我國政府正在變官本位為民本位,分析綠色政府的維度,打造綠色政府,實踐“共建同享”理念,重塑政府的公信力,提升人民群眾的滿意度,逐步實現(xiàn)中國夢、強國夢�？v觀國內(nèi)外,綠色政府建設(shè)已成為全球的一次綠色行動,但同樣都處于初級階段,都面臨許多的難題有待解決。特別是我國經(jīng)濟發(fā)展總量大、水平低,環(huán)境處理和破壞防治能力不強、行政領(lǐng)域還存在著管理效能低下、腐敗問題高發(fā)的實際情況下,極度缺乏充足的理論參考和實際經(jīng)驗,本文的課題就是從這里開始開展的。本文首先分析研究了建設(shè)綠色政府的背景和意義、研究的方法、研究的方式和思路,文獻綜述,隨后介紹了理論基礎(chǔ)、綠色政府的相關(guān)概念及建設(shè)綠色政府的意義。之后分析了綠色政府的文明維度、服務(wù)維度、生態(tài)維度、發(fā)展維度、幸福維度,再之,提出國外的經(jīng)驗借鑒,最后分析了綠色政府的建設(shè),通過分析我國構(gòu)建綠色政府維度存在問題,結(jié)合國外綠色實踐,提出了推進我國綠色政府建設(shè)的思路。
[Abstract]:Green represents life and shows hope.For thousands of years, human beings have relied on natural resources to nourish their lives.And the overexploitation and absorption of the earth's resources, so that the natural environment suffered serious damage.It directly affects the survival and sustainable development of human beings.Nowadays, human beings begin to reflect on the slogan of conquering nature and winning over heaven. The world has set off an unprecedented green revolution.People began to seek and cultivate "green", the depth of green revolution affected all aspects of society, the important thing was that "green revolution" also began to involve and affect the political field.Green government concept is in this kind of international green tide environment arises at the historic moment.In the past, China carried out extensive growth mode for a long time. On the one hand, the rapid development of economy, the improvement of people's living standard, on the other hand, also caused the negative effects of excessive consumption of resources and serious environmental pollution.Based on this kind of situation, after the 17th National Congress of the CPC, our government has put forward the theme of scientific development concept and the construction of a harmonious society with great foresight and judging the situation.People-oriented is the core of the scientific development view, and the harmony between man and nature is an important part of building a harmonious society.The government of our country is changing the official standard into the people standard, analyzing the dimension of the green government, creating the green government, practicing the idea of "building and sharing together", remolding the credibility of the government, promoting the satisfaction of the people, and gradually realizing Chinese Dream, the dream of being a powerful nation.At home and abroad, the construction of green government has become a global green action, but also in the initial stage, are facing many problems to be solved.In particular, China's economic development is large, its level is low, the ability to deal with the environment and prevent and cure damage is not strong, the administrative field still has low management efficiency and the problem of corruption is high in the actual situation, it is extremely lack of sufficient theoretical reference and practical experience.The subject of this paper starts from here.This paper first analyzes the background and significance of the construction of green government, research methods, research methods and ideas, literature review, and then introduces the theoretical basis, the concept of green government and the significance of building green government.Then it analyzes the civilization dimension, service dimension, ecological dimension, development dimension, happiness dimension of green government, then puts forward the experience of foreign countries, and finally analyzes the construction of green government.Based on the analysis of the existing problems in constructing green government in China and the green practice abroad, this paper puts forward the idea of promoting the construction of green government in China.
