【摘要】：推動(dòng)我國(guó)公共治理進(jìn)入新常態(tài),實(shí)現(xiàn)國(guó)家治理的現(xiàn)代化是當(dāng)前推進(jìn)四個(gè)全面改革的重要組成部分。公共治理理念的新常態(tài)需要不斷推動(dòng)公共治理理理論的創(chuàng)新發(fā)展,以不斷適應(yīng)經(jīng)濟(jì)新常態(tài)建設(shè)的需要。新常態(tài)下中國(guó)公共治理的創(chuàng)新離不開(kāi)對(duì)中國(guó)傳統(tǒng)治理理念的傳承,這既是實(shí)現(xiàn)公共治理理論創(chuàng)新的需要,同時(shí)也是公共治理實(shí)踐發(fā)展的需要。實(shí)現(xiàn)在新常態(tài)下傳統(tǒng)治理理念與當(dāng)代公共治理的傳承,需要公共治理主體需要在結(jié)合中國(guó)國(guó)情的基礎(chǔ)上,加強(qiáng)對(duì)中國(guó)傳統(tǒng)治理理論和智慧的學(xué)習(xí)和領(lǐng)悟,新常態(tài)下中國(guó)傳統(tǒng)治理智慧傳承的前提;傳統(tǒng)治理理念和智慧需要通過(guò)公共治理主體的主導(dǎo)和推動(dòng)轉(zhuǎn)化為公共政策、制度、法令和規(guī)范,這是傳統(tǒng)治理在新常態(tài)傳承的關(guān)鍵和重要保證;需要傳統(tǒng)治理理論和智慧要在公共治理實(shí)踐中成為檢驗(yàn)公共治理效果的有效尺度;需要社會(huì)公眾成為中華傳統(tǒng)治理智慧傳承的知情者、參與者、支持者,這是傳統(tǒng)治理智慧當(dāng)代傳承的基礎(chǔ)。
[Abstract]:To push China's public governance into the new normal, to realize the modernization of national governance is an important part of promoting the four overall reforms.The new normal of the concept of public governance needs to continuously promote the innovation and development of the theory of public governance in order to meet the needs of the construction of the new normal of economy.The innovation of Chinese public governance under the new normal is inseparable from the inheritance of Chinese traditional governance concept, which is not only the need to realize the innovation of public governance theory, but also the need of the development of public governance practice.To realize the inheritance of traditional governance concept and contemporary public governance under the new normal, the main body of public governance needs to strengthen the study and comprehension of Chinese traditional governance theory and wisdom on the basis of China's national conditions.The premise of the inheritance of Chinese traditional governance wisdom under the new normal, the traditional governance concept and wisdom need to be transformed into public policies, institutions, decrees and norms through the leading and promoting of public governance subjects.This is the key and important guarantee of the inheritance of traditional governance in the new normal, and it needs the theory and wisdom of traditional governance to become an effective measure to test the effect of public governance in the practice of public governance.It is necessary for the public to become the informants, participants and supporters of the Chinese traditional governance wisdom inheritance, which is the basis of the contemporary inheritance of the traditional governance wisdom.
