【摘要】:改革開放以來,由于行政體制改革的不斷深入,行政文化進入了人們的視野,引起了人們的重視,引發(fā)了社會各界的廣泛關注,行政文化的研究逐漸成為學界以及行政界關注討論的熱點和重要研究范疇。行政文化是行政主體在行政實踐中形成的意義、理念和制度體系,它凝結(jié)、滲透和寄托著行政主體對行政行為價值的理解,它是整個行政體系的深層結(jié)構(gòu),是行政管理的靈魂,是行政領域內(nèi)的一個非常重要的理論范疇。深入研究行政文化,對于促進和發(fā)展行政研究和行政體制改革具有重要的推動作用,對于進一步豐富和完善中國特色社會主義行政管理體制,提高行政效能具有重要的理論意義和現(xiàn)實意義。本文從文化哲學的角度,闡釋當代中國行政文化,提出當代中國行政文化建設的基本思路和對策,進一步引起大家對行政文化的思考和關注。文章針對當代中國行政文化建設的哲學反思進行探討研究,共分為四個部分。第一部分為引言,主要歸納了目前學術界對中國行政文化的研究現(xiàn)狀和存在的不足,闡述了研究當代中國行政文化建設的意義,并對本文的研究方法、創(chuàng)新之處進行了說明。第二部分,對行政文化進行了論述。文章在理清行政文化內(nèi)涵的基礎上,分析了行政文化的特點,提出行政文化具有控制和調(diào)節(jié)、引導和聚合、發(fā)展和更新等功能。第三部分,對當代中國行政文化的現(xiàn)狀進行分析。主要從我國行政文化建設過程中取得的成就,我國行政文化建設過程中存在的問題以及存在問題的哲學反思三方面展開詳細的論述。文章認為我國在行政文化的建設過程中確立了行政主體的權威、樹立了科學發(fā)展的價值理念、形成了以人為本的價值觀念,為行政文化的建設提供了基本框架和內(nèi)容。但是行政文化建設過程中不同程度地存在管理模式人治化、行政機制等級化、行政觀念保守化、價值觀念多元化、制度建設功利化、文化轉(zhuǎn)型盲目化等問題。究其原因,主要根源于行政主體的自利性、價值觀念的沖突、行政主體的價值失落和行政文化建設結(jié)構(gòu)不協(xié)調(diào)等四個方面。第四部分,論述了當代中國行政文化建設的基本思路和對策。主要從加強行政文化理論研究、發(fā)揮制度化建設的推進作用、吸收古今中外優(yōu)秀行政文化資源、提高行政主體素質(zhì)四個方面展開詳細論述。
[Abstract]:Since the reform and opening up, due to the deepening of the reform of the administrative system, administrative culture has entered people's vision, aroused people's attention, and caused widespread concern from all walks of life.The study of administrative culture has gradually become a hot topic and an important research category in academic circles and administrative circles.Administrative culture is the meaning, idea and system of administrative subject formed in administrative practice. It condenses, penetrates and assigns administrative subject's understanding of the value of administrative action. It is the deep structure of the whole administrative system and the soul of administrative management.It is a very important theoretical category in the field of administration.The in-depth study of administrative culture plays an important role in promoting and developing administrative research and administrative system reform, and in further enriching and improving the socialist administrative management system with Chinese characteristics.Improving administrative efficiency has important theoretical and practical significance.From the point of view of cultural philosophy, this paper explains the contemporary Chinese administrative culture, puts forward the basic ideas and countermeasures of the construction of contemporary Chinese administrative culture, and further causes people to think and pay attention to the administrative culture.This paper discusses and studies the philosophical reflection on the construction of administrative culture in contemporary China, which is divided into four parts.The first part is the introduction, which mainly sums up the current research status and shortcomings of Chinese administrative culture in academic circles, expounds the significance of the research on the construction of administrative culture in contemporary China, and explains the research methods and innovations of this paper.The second part discusses the administrative culture.On the basis of clarifying the connotation of administrative culture, this paper analyzes the characteristics of administrative culture, and points out that administrative culture has the functions of controlling and adjusting, guiding and aggregating, developing and renewing, etc.The third part analyzes the present situation of Chinese administrative culture.This paper mainly discusses the achievements in the process of the construction of administrative culture in China, the problems existing in the process of the construction of administrative culture in our country and the philosophical reflection of the existing problems.This paper holds that our country has established the authority of administrative subject, established the value concept of scientific development and formed the value concept of people-oriented in the process of administrative culture construction, which provides the basic framework and content for the construction of administrative culture.However, in the process of administrative culture construction, there are some problems in the process of administrative culture construction, such as the management mode is ruled by man, the administrative mechanism is hierarchical, the administrative concept is conservative, the value is diversified, the system construction is utilitarian, and the cultural transformation is blind.The main causes are the self-interest of the administrative subject, the conflict of the value concept, the loss of the value of the administrative subject and the disharmony of the construction structure of the administrative culture.The fourth part discusses the basic ideas and countermeasures of administrative culture construction in contemporary China.This paper discusses in detail from four aspects: strengthening the theoretical research of administrative culture, giving play to the promotion of institutionalization, absorbing the excellent administrative cultural resources at all times and all over the world, and improving the quality of the administrative subject.
