江西基層應(yīng)急管理存在的問題及對策研究

【摘要】:近年來,隨著我國經(jīng)濟體制發(fā)生了較大變革、社會結(jié)構(gòu)產(chǎn)生了明顯變動、利益格局形成了重新調(diào)整、思想觀念發(fā)生了顯著變化,各類社會矛盾呈現(xiàn)易發(fā)多發(fā)態(tài)勢。我國仍然處于工業(yè)化、信息化、城鎮(zhèn)化快速發(fā)展時期,尤其是當前進入了經(jīng)濟社會發(fā)展“新常態(tài)”,新舊動能接續(xù)不暢,各種風險矛盾交織并存,各類重特大事故多發(fā)頻發(fā),特別是近年來接二連三發(fā)生重大事故,再次暴露出應(yīng)急管理領(lǐng)域問題突出、形勢嚴峻。江西受地理條件、區(qū)位特征、發(fā)展現(xiàn)狀影響,是一個自然災(zāi)害較為易發(fā)多發(fā)、事故災(zāi)難時有發(fā)生的地區(qū),同時也是公共衛(wèi)生事件和社會安全事件防控形勢嚴峻的地區(qū)之一。以2005年出臺江西省總體應(yīng)急預(yù)案、2007年成立江西省政府應(yīng)急辦為標志,近年來,江西大力推進應(yīng)急管理各項工作,初步形成了“一案三制”應(yīng)急管理體系,基本建立涵蓋突發(fā)事件事前、事發(fā)、事中和事后全過程,包括預(yù)防準備、監(jiān)測預(yù)警、信息報告、決策指揮、公共溝通、社會動員、恢復(fù)重建、調(diào)查評估、應(yīng)急保障等內(nèi)容的應(yīng)急管理機制;鶎邮亲龊脩(yīng)急管理工作的基礎(chǔ),是預(yù)防突發(fā)事件的第一道防線,也是處置突發(fā)事件的最前線。江西應(yīng)急管理工作雖然取得了長足的進步,但在實際應(yīng)對突發(fā)事件過程中還是存在一些突出問題,尤其是以鄉(xiāng)鎮(zhèn)、村、社區(qū)為單位的基層應(yīng)急管理仍然處于薄弱環(huán)節(jié),尋找有效方法,對癥下藥,快速提升基層應(yīng)對突發(fā)事件的能力和水平,是提升當前江西社會治理能力的當務(wù)之急。本文運用實地調(diào)查法和案例分析法,總結(jié)分析江西省基層應(yīng)急管理在應(yīng)急組織機構(gòu)、應(yīng)急預(yù)防措施、應(yīng)急預(yù)警預(yù)測、應(yīng)急預(yù)警信息發(fā)布、應(yīng)急處置措施、災(zāi)后恢復(fù)能力等方面進行分析,發(fā)現(xiàn)基層應(yīng)急管理存在意識淡化、機構(gòu)虛化、預(yù)案僵化、物資老化、防控體系弱化等問題,針對這些問題,提出從完善基層應(yīng)急管理組織機構(gòu)建設(shè)、加強應(yīng)急預(yù)案管理、強化應(yīng)急隊伍建設(shè)、增強應(yīng)急保障能力、健全應(yīng)急管理制度、深化應(yīng)急管理培訓等方面的改進對策和建議,著力補齊基層應(yīng)急管理的短板。
[Abstract]:In recent years, with the great changes in our country's economic system, the social structure has been obviously changed, the pattern of interests has been readjusted, the ideas and ideas have changed significantly, and various kinds of social contradictions are prone to frequent occurrence.Our country is still in the period of rapid development of industrialization, information technology and urbanization, especially when we have entered the "new normal" of economic and social development at present, the old and new kinetic energy is not smooth, all kinds of risk contradictions are intertwined and coexisting, and all kinds of serious and serious accidents occur frequently.Especially in recent years, one after another major accidents, again exposed the emergency management problems, the situation is grim.Jiangxi is affected by geographical conditions, location characteristics and development status. Jiangxi is a region where natural disasters are more frequent and accidents occur from time to time. At the same time, Jiangxi is also one of the regions where the situation of prevention and control of public health and social security events is severe.The overall emergency plan of Jiangxi Province was issued in 2005, and the Jiangxi Provincial Government Emergency response Office was established in 2007 as the symbol. In recent years, Jiangxi has vigorously promoted the work of emergency management, and has initially formed the "one case, three systems" emergency management system.The basic establishment covers the whole process of emergency, including prevention and preparation, monitoring and early warning, information reporting, decision-making command, public communication, social mobilization, rehabilitation and reconstruction, investigation and evaluation,The emergency management mechanism of emergency protection and other contents.Grass-roots is the basis of emergency management, the first line of defense to prevent emergencies, and the front line to deal with emergencies.Although Jiangxi emergency management has made great progress, there are still some outstanding problems in the process of dealing with emergencies in practice. Especially, the grass-roots emergency management in towns, villages and communities is still in a weak link.It is urgent to find effective ways to solve the problem and to improve the ability and level of coping with emergencies at the grass-roots level.In this paper, field investigation and case analysis are used to summarize and analyze the emergency organization, emergency prevention measures, emergency early warning prediction, emergency warning information release and emergency disposal measures at the grass-roots level in Jiangxi Province.By analyzing the ability of disaster recovery and other aspects, we found that there are some problems in grass-roots emergency management, such as desalination of consciousness, lack of organization, fossilization of plans, aging of materials, weakening of prevention and control system, and so on. In view of these problems,The countermeasures and suggestions are put forward to improve the organization construction of the basic level emergency management, strengthen the emergency plan management, strengthen the emergency team construction, strengthen the ability of emergency support, perfect the emergency management system, deepen the training of emergency management, etc.Efforts to fill the basic level of emergency management board.
