【摘要】：改進政府績效管理是政府治理現(xiàn)代化的重要內(nèi)容,實現(xiàn)由內(nèi)部控制向外部責(zé)任轉(zhuǎn)變是我國政府績效管理變革的未來方向。我國公眾參與政府績效管理面臨信息不對稱、動力不足、渠道單一、制度不健全等問題,制約了公眾參與的積極性,削弱了公眾評價的有效性。進一步推動公眾參與政府績效管理,需要強化政務(wù)信息在政府績效管理的全過程公開,培育公眾參與政府績效管理的雙向動力機制,豐富公眾參與政府績效管理的形式方法,完善公眾參與政府績效管理的操作細則。通過在政府治理中積極貫徹公民導(dǎo)向與結(jié)果導(dǎo)向原則,努力構(gòu)建效能政府和責(zé)任政府,實現(xiàn)政府公信力與合法性的提高。
[Abstract]:The improvement of government performance management is an important part of the modernization of government governance. To realize the transformation from internal control to external responsibility is the future direction of the reform of government performance management in our country.The public participation in government performance management in China faces the problems of asymmetric information, insufficient power, single channel, imperfect system and so on, which restricts the enthusiasm of public participation and weakens the effectiveness of public evaluation.To further promote public participation in government performance management, it is necessary to strengthen the publicity of government information in the whole process of government performance management, cultivate the two-way motive mechanism of public participation in government performance management, and enrich the formal methods of public participation in government performance management.Improve the public participation in government performance management operating rules.Through carrying out the principles of citizen guidance and result orientation in government governance, we should try to construct effective government and responsible government, and improve the credibility and legitimacy of government.
