【摘要】：加強(qiáng)公共安全應(yīng)急管理水平,是應(yīng)對(duì)不斷增加的社會(huì)風(fēng)險(xiǎn)的根本要求。當(dāng)前,必須正確認(rèn)識(shí)我國(guó)應(yīng)急管理資源、機(jī)構(gòu)、政策、設(shè)施等方面存在的"碎片化"問題,并從應(yīng)急管理的理念意識(shí)、法規(guī)政策、體系及機(jī)構(gòu)職能等方面進(jìn)行整合優(yōu)化,進(jìn)而從根本上提升我國(guó)公共安全應(yīng)急管理水平和處置能力。
[Abstract]:Strengthening the level of emergency management of public security is the fundamental requirement to cope with the increasing social risks. At present, we must correctly understand the "fragmentation" problems existing in China's emergency management resources, institutions, policies, facilities, etc. And from the concept of emergency management awareness, laws and regulations, policies, systems and institutional functions and other aspects of integration and optimization, and thus fundamentally improve our public security emergency management level and handling capacity.
