【摘要】：鄉(xiāng)鎮(zhèn)政府作為國家最基層政權的組織形式,鄉(xiāng)鎮(zhèn)政府行政體制改革的有序推進關系著基層百姓的切身利益,同時也反映了基層政府的治理能力和服務能力。隨著我國鄉(xiāng)鎮(zhèn)體制改革的不斷推進,撤并鄉(xiāng)村是中央推進鄉(xiāng)鎮(zhèn)機構改革、轉變政府職能、減輕農民負擔的重大舉措;也是構建和諧社會、破除城鄉(xiāng)二元結構的根本途徑。湖南省隆回縣根據(jù)中共湖南省委、湖南省人民政府《關于開展鄉(xiāng)鎮(zhèn)區(qū)劃調整改革工作的意見》要求,結合隆回縣實際,制定《隆回縣鄉(xiāng)鎮(zhèn)行政區(qū)劃調整改革實施方案》實施方案在隆回縣開展撤鄉(xiāng)并村工作。通過撤鄉(xiāng)并村工作的實施,隆回縣鄉(xiāng)村建制規(guī)模得到了有效擴張,緩解了基層財政負擔,進一步加強了中心村鎮(zhèn)建設,實現(xiàn)了政府職能轉變。通過調查了解,湖南省隆回縣近兩年開展的撤鄉(xiāng)并村工作的開展取得了一定的成績,同時由于忽略了鄉(xiāng)鎮(zhèn)撤并前后運行的相關事項的實際運作方式,沒有進一步跟進導致許多問題產生。由于后續(xù)審批工作沒有及時跟進導致行政主體資格不明確,開展撤鄉(xiāng)并村工作時對機構配置考慮不周全造成群眾辦事出行不便利,資產債務核算交接程序不到位給集體資產和債務的處置上帶來挑戰(zhàn),基層隊伍建設的準入教育機制不完善從而村干部治理能力有待提升,歷史隔閡、宗派勢力的影響導致村民情感融合和換屆選舉上難以掌控。實際上,撤鄉(xiāng)并村應是一個系統(tǒng)的、循序漸進的轉變過程。筆者針對撤鄉(xiāng)并村中存在的問題,提出了相應對策建議。加快設立街道辦事處的進程,進一步明確行政主體資格;配置相關服務機構,切實提升服務管理水平;穩(wěn)步處理資產債務,健全村級財務制度;健全準入退出機制,完善村干部培訓機制;積極推動村內融合,協(xié)調換屆選舉工作。
[Abstract]:The township government, as the organizational form of the state's most basic political power, the orderly promotion of the reform of the township government's administrative system relates to the vital interests of the grassroots people. At the same time, it also reflects the governance ability and service ability of the grass-roots government. With the continuous promotion of the reform of the township system in China, removing and merging the villages and villages is an important measure for the central government to promote the reform of the township institutions, transform the functions of the government, and lighten the burden on the peasants. It is also a fundamental way to build a harmonious society and to break down the dual structure between urban and rural areas. In accordance with the requirements of the CPC Hunan Provincial Committee and the Hunan Provincial people's Government on carrying out the work of township regionalization adjustment and reform, and in combination with the reality of Longhui County, To formulate the "implementation Plan for the Adjustment and Reform of Township Administrative divisions in Longhui County," to carry out the work of removing villages and merging villages in Longhui County. Through the implementation of the work of removing townships and merging villages, the scale of the rural organizational system in Longhui County has been effectively expanded, and the financial burden at the grass-roots level has been alleviated. The construction of central villages and towns has been further strengthened, and the transformation of government functions has been realized. Through investigation and understanding, some achievements have been made in the work of withdrawing villages and merging villages carried out in Longhui County, Hunan Province, in the past two years. At the same time, because of the neglect of the actual operation mode of the related items before and after the township merger, the lack of further follow-up has led to many problems. Because the follow-up examination and approval work has not been followed up in time, the qualifications of the administrative subject are not clear. The improper consideration of the organization allocation during the work of withdrawing the township and merging the villages makes it difficult for the masses to handle affairs and travel, and the inadequate procedures for the accounting and transfer of assets and liabilities pose challenges to the disposal of collective assets and debts. The access education mechanism for the construction of grass-roots teams is not perfect, so the management ability of village cadres needs to be improved. The historical estrangement and the influence of sectarian forces have led to the uncontrollable integration of villagers' emotions and the election for a general election. In fact, the withdrawal of villages and the merger of villages should be systematic. The author puts forward the corresponding countermeasures and suggestions in view of the problems existing in the evacuation of villages and villages, quickens the process of setting up the sub-district offices, further clarifies the qualifications of the administrative subjects, and allocates the relevant service organizations. Improve the level of service management; steadily deal with assets and debts, improve the financial system at the village level; improve access and exit mechanism, improve the training mechanism of village cadres; actively promote integration within the village, coordinate the election work.
