【摘要】：西方政治理論的開創(chuàng)者柏拉圖,提出了國家建構的三種方案:最優(yōu)的哲學王統(tǒng)治、政治家技藝治國、依法治理的國家形態(tài)。從前后兩個方面擴展性發(fā)揮柏拉圖政治理論的著作汗牛充棟。唯獨對政治家技藝與國家治理關系的進路,關注甚少。從這一進路切入國家何以挺立的問題,可以發(fā)現(xiàn)關乎現(xiàn)代立國的眾多緊要論題及其求解思路。以立國技藝為主題,將之剖解為建國技藝與治國技藝兩個方面,可以凸顯現(xiàn)代國家建構進程尚處于活性狀態(tài)時,政治家能有什么作為的答案:在疏離建國理想狀態(tài)與落定依法治國目標之間,國家必須依靠政治家技藝走出懸而未決狀態(tài),步入規(guī)范治理境地。
[Abstract]:Plato, the founder of western political theory, put forward three schemes for the construction of a country: the optimal rule of the philosophical king, and the statesman's skill in governing the country. The form of the country governed by law. The books of Plato's political theory are expanded from two aspects. Only the path of the relationship between the skill of politicians and the governance of the country, Little attention is paid. From the question of why the nation stands upright in this way, we can find that there are many urgent issues related to the establishment of a modern nation and their solutions. With the technology of building a country as the theme, we can explain it as two aspects of the techniques of founding a nation and governing a country. While the process of modern state construction is still in a state of activity, what can politicians do: between alienating the ideal state of nation-building and the goal of ruling the country according to law, the state must rely on the skill of the statesman to get out of the pending state. Step into the normative governance situation.
