基于云計算的省級電子政務(wù)采納關(guān)鍵影響因素及系統(tǒng)模型

【摘要】:發(fā)展電子政務(wù)可以提高政府公共服務(wù)水平,加快實現(xiàn)政府治理現(xiàn)代化。但經(jīng)過長期發(fā)展,電子政務(wù)面臨重復(fù)建設(shè)、資源分散閑置、信息資源壟斷和存在安全隱患等諸多問題。而利用云計算技術(shù)搭建電子政務(wù)平臺,提供存儲空間、軟件服務(wù)等應(yīng)用資源,可以提高設(shè)備和環(huán)境的利用率、降低信息化應(yīng)用成本、促進(jìn)信息資源共享和保證系統(tǒng)安全;谠朴嬎愕碾娮诱⻊(wù)是一種新技術(shù)推動的變革,理論體系不完善、技術(shù)復(fù)雜和實施推動難度大,因此,研究基于云計算的省級電子政務(wù)采納的關(guān)鍵影響因素及系統(tǒng)模型是當(dāng)前面臨基礎(chǔ)、復(fù)雜和緊迫的重要問題。本文運用扎根理論方法,分析基于云計算的省級電子政務(wù)采納關(guān)鍵影響因素基礎(chǔ)上,構(gòu)建采納關(guān)鍵影響因素理論模型,開發(fā)測量量表,并通過實證分析了各因素對采納的影響機(jī)制,修正了理論模型,形成最終的采納關(guān)鍵影響因素模型。依據(jù)采納關(guān)鍵影響因素模型,及對技術(shù)、組織和實施多維度的系統(tǒng)研究,提出了基于云計算的省級電子政務(wù)系統(tǒng)模型與推進(jìn)模式,探討解決這些基于云計算的省級電子政務(wù)發(fā)展過程中存在的基礎(chǔ)性、復(fù)雜性問題,對推動基于云計算的省級電子政務(wù)的建設(shè)和發(fā)展具有重要理論和實踐意義。在國內(nèi)外相應(yīng)研究成果基礎(chǔ)上,系統(tǒng)地歸納了影響云計算采納、電子政務(wù)采納及基于云計算的電子政務(wù)采納的關(guān)鍵因素;梳理和論述了本研究相關(guān)的理論基礎(chǔ),包括扎根理論和采納理論;并對云計算、電子政務(wù)、基于云計算的電子政務(wù)的內(nèi)涵進(jìn)行了界定,為后續(xù)研究奠定基礎(chǔ);谠碚摲椒,通過訪談和編碼,構(gòu)建了基于云計算的省級電子政務(wù)采納關(guān)鍵影響因素理論模型,包括5個維度和13個關(guān)鍵影響因素,并對模型進(jìn)行了范疇提煉與闡述,明確變量之間的因果關(guān)系,提出了變量之間的23個假設(shè)命題,為后續(xù)量表開發(fā)和實證研究奠定基礎(chǔ);诓杉{關(guān)鍵影響因素理論模型,結(jié)合已有的研究成果,開發(fā)關(guān)鍵影響因素的測量量表,并利用調(diào)查問卷通過不同的渠道獲得了問卷小樣本數(shù)據(jù),通過對小樣本數(shù)據(jù)的信度分析與探索性因子分析對調(diào)查問卷量表進(jìn)行了校正。對已獲得的調(diào)查問卷樣本數(shù)據(jù)進(jìn)行了實證分析;诿枋鲂越y(tǒng)計分析、驗證性因子分析、相關(guān)分析、回歸分析,對云信任、云供應(yīng)商資質(zhì)、技術(shù)因素、組織因素、環(huán)境因素5個維度假設(shè)命題進(jìn)行了驗證,分析了基于云計算的省級電子政務(wù)采納關(guān)鍵影響因素及其影響機(jī)制,修正了理論模型,形成最終的采納關(guān)鍵影響因素模型;诓杉{關(guān)鍵影響因素模型,從技術(shù)、組織和實施多角度進(jìn)行系統(tǒng)研究,提出了基于云計算的省級電子政務(wù)系統(tǒng)模型及推進(jìn)模式。具體而言,從Iaa S、Paa S、Saa S、安全保障及標(biāo)準(zhǔn)規(guī)范等層面進(jìn)行了技術(shù)架構(gòu)設(shè)計,從組織模式及實施模式兩方面進(jìn)行了推進(jìn)模式設(shè)計,增強(qiáng)了組織對基于云計算的省級電子政務(wù)的信任,提高了采納意愿,并在省市進(jìn)行了相關(guān)實踐,為采納及實施基于云計算的省級電子政務(wù)提供了參考。
[Abstract]:The development of e-government can improve the level of public services, accelerate the modernization of governance. But after a long period of development, facing the repeated construction of e-government information resources, resources idle, monopoly and the existence of security risks and other problems. The computing technology to build e-government platform based on cloud, provide storage space, software services and other application resources, can improve the use of equipment and environment, application of information technology to reduce costs, promote the sharing of information resources and ensure the safety of the system. The E-government Based on cloud computing is a new technology to promote reform, imperfect system theory, complex technology and implementation difficulty, therefore, Research on key influencing factors of the provincial E-government adoption of cloud computing. And the system model is one of the important issues facing the foundation, complex and urgent. This paper uses grounded theory analysis method, based on Cloud Computing Provincial key influencing factors based on the adoption of e-government construction, adopt theoretical model of key factors, development scale, and analyzed the influence of various factors on the mechanism adopted by empirical correction theory model, form model. The key factors affect the adoption of the final model according to the key factor in the adoption and impact of Technology, system research the organization and implementation of multi dimension, is proposed based on the provincial E-government system based on cloud computing model and promote discussion based, the cloud based provincial E-government development process complexity, to promote the construction and development of the provincial E-government Based on cloud computing has important theoretical and practical significance. The domestic and foreign relevant research results, systematically summarizes the influence of Cloud Computing Adoption, adoption of e-government and e-government adoption of cloud computing based on the. Key factors; combs and discusses the theoretical basis of this study related, including the adoption of grounded theory and theory; and the cloud computing, the connotation of e-government, e-government based on cloud computing is defined, which lays the foundation for further research. Based on the grounded theory method, through interview and encoding, construction of the provincial E-government cloud the calculation model adopt the theory of key influencing factors based on factors including 5 dimensions and 13 key factors, and the model of the category of refined and elaborated, clear causal relationship between variables, put forward 23 hypotheses between variables, which lays the foundation for further scale development and empirical research. The key factors influencing the adoption of the theory based on the model, based on the existing research results, the development of key factors influencing the measurement quantity table, and using the questionnaire through different channels to obtain the questionnaire of small sample data, based on small sample And the exploratory factor analysis for the correction of questionnaire data reliability analysis. The questionnaire sample data have been obtained by empirical analysis. Based on descriptive statistical analysis, confirmatory factor analysis, correlation analysis, regression analysis, cloud cloud trust, supplier qualification, technical factors, organizational factors, environmental factors 5 dimensions of hypothesis were verified, analysis of the provincial E-government adoption of cloud computing key affecting factors and mechanism based on the modified theoretical model, the formation model of key factors affect the adoption of final. Based on the model, the key factor in the adoption of influence from technology, organization and implementation of multi angle system research, put forward the provincial E-government the system model based on cloud computing and propulsion model. Specifically, from Iaa S, Paa S, Saa S, security and other aspects of the standard technology architecture design, from Organization model and implementation mode of two aspects of the propulsion mode design, enhance the organization of the provincial E-government cloud based trust, and increase the adoption intention, relevant practice in the provinces and cities, and provide a reference for the adoption of the provincial E-government Based on cloud computing.
