【摘要】：隨著大數(shù)據(jù)時(shí)代的來(lái)臨,數(shù)據(jù)成為基礎(chǔ)性戰(zhàn)略資源。大數(shù)據(jù)給政府治理能力提升帶來(lái)了機(jī)遇,促進(jìn)公共決策科學(xué)化民主化、公共服務(wù)精細(xì)化人性化、公共管理透明化高效化、社會(huì)治理精準(zhǔn)化法治化。目前,我國(guó)大數(shù)據(jù)管理體制機(jī)制不健全、網(wǎng)絡(luò)基礎(chǔ)設(shè)施薄弱、開(kāi)放共享程度較低、法治建設(shè)相對(duì)滯后、管理技術(shù)人才匱乏,使得大數(shù)據(jù)開(kāi)發(fā)利用不充分,影響了政府治理能力的提升。為此,必須進(jìn)一步理順大數(shù)據(jù)管理體制機(jī)制,加強(qiáng)網(wǎng)絡(luò)基礎(chǔ)設(shè)施建設(shè),促進(jìn)數(shù)據(jù)信息開(kāi)放共享,健全網(wǎng)絡(luò)數(shù)據(jù)管理法治,加大數(shù)據(jù)人才培養(yǎng)力度,提升政府治理能力。
[Abstract]:With the advent of big data's time, data becomes the basic strategic resource. Big data brings opportunities to the improvement of the government's governance ability, promotes the scientific democratization of public decision-making, the refinement and humanization of public services, and the transparency and high efficiency of public administration. At present, big data's management system is not perfect, the network infrastructure is weak, the degree of opening and sharing is relatively low, the construction of the rule of law is relatively lagging behind, and there is a lack of managerial and technical personnel. The insufficient development and utilization of big data has affected the improvement of the government's ability to govern. Therefore, it is necessary to further straighten out the administrative system and mechanism of big data, strengthen the construction of network infrastructure, and promote the open sharing of data and information. Improve the network data management rule of law, increase the training of data talents, improve the governance capacity of the government.
