【摘要】：在分析美國和英國政府信息共享經(jīng)驗(yàn)的基礎(chǔ)上,探討了我國政府信息共享面臨的困境,并提出了解決思路。首先從美國政府信息共享戰(zhàn)略入手,介紹了政府信息共享的核心關(guān)鍵因素及信息共享和服務(wù)共享戰(zhàn)略,分析了美國衛(wèi)生及公共服務(wù)部的信息共享路徑。接著分析了英國政府信息共享的基礎(chǔ),包括信息共享的目的、類型、協(xié)議和法律基礎(chǔ)等,并闡述了英國政府社區(qū)安全信息共享的實(shí)踐。最后借鑒美國和英國政府信息共享的實(shí)踐,從共享的文化環(huán)境、目標(biāo)和行政法規(guī)等方面分析了我國政府信息共享的困境,并提出了思路與對策。
[Abstract]:On the basis of analyzing the experiences of government information sharing in the United States and Britain, this paper probes into the dilemma of government information sharing in our country, and puts forward some solutions. This paper introduces the key factors of government information sharing and the strategy of information sharing and service sharing, analyzes the path of information sharing in the United States Department of Health and Human Services, and then analyzes the foundation of British government information sharing, including the purpose of information sharing. Types, agreements and legal basis, and expounds the British government community security information sharing practices. Finally, from the United States and the United Kingdom government information sharing practice, from the sharing of cultural environment, This paper analyzes the dilemma of government information sharing in China from the aspects of target and administrative regulations, and puts forward some ideas and countermeasures.
