【摘要】: 溫家寶總理在2006年3月5日的十屆全國(guó)人大四次會(huì)議上所做的《政府工作報(bào)告》中明確指出要“建立健全行政問(wèn)責(zé)制,提高政府的執(zhí)行力和公信力。”這是“政府執(zhí)行力”概念第一次被寫(xiě)進(jìn)中央政府的正式文件中,它標(biāo)志著“政府執(zhí)行力”建設(shè)被正式納入國(guó)家治理范疇,也說(shuō)明“政府執(zhí)行力”已經(jīng)引起了中央的重視,因此加強(qiáng)政府執(zhí)行力建設(shè),重視對(duì)于政府執(zhí)行力問(wèn)題的研究有著深刻的理論價(jià)值和現(xiàn)實(shí)需要。 縣鄉(xiāng)級(jí)政府是國(guó)家政策的直接執(zhí)行者,處于行政組織系統(tǒng)的底層,是我國(guó)行政組織體系的“神經(jīng)末梢”?h鄉(xiāng)級(jí)基層政府的執(zhí)行力是我國(guó)政策實(shí)施成敗的關(guān)鍵性因素,但是事實(shí)上,基層政府執(zhí)行力問(wèn)題正在成為當(dāng)前我國(guó)行政體制改革深化的“瓶頸”。然而這個(gè)極端重要的問(wèn)題卻一直被忽視,沒(méi)有進(jìn)入主流視野。 基層政府執(zhí)行力直接關(guān)系到社會(huì)公眾的切身利益,公眾依靠對(duì)基層政府執(zhí)行力的判斷來(lái)評(píng)價(jià)政府組織整體的效能,正是在這個(gè)意義上,我們認(rèn)為基層政府執(zhí)行力關(guān)系到政府行政組織系統(tǒng)的公信力和合法性基礎(chǔ)。在這樣的戰(zhàn)略高度,本文試圖通過(guò)審視基層政府執(zhí)行力現(xiàn)狀,并就基層政府執(zhí)行力存在的問(wèn)題及其原因做出相應(yīng)的分析,最后在理論上提出針對(duì)性建議,以期有助于基層政府執(zhí)行力的改善與提高。 全文共分為五部分: 第一部分從工商領(lǐng)域關(guān)于執(zhí)行力的相關(guān)研究引出基層政府執(zhí)行力及相關(guān)概念,并對(duì)其做出一般性分析,并指出基層政府執(zhí)行力及其研究意義。 第二部分論述了基層政府執(zhí)行力研究的集體行動(dòng)理論、組織理論、系統(tǒng)理論、新公共管理理論、新公共服務(wù)理論等理論基礎(chǔ),并分析了上述理論對(duì)基層政府執(zhí)行力的借鑒作用與啟示。 第三部分回顧與反思了基層政府執(zhí)行力歷史,并對(duì)基層政府執(zhí)行力的現(xiàn)狀做出具體分析,在歷史回顧與現(xiàn)實(shí)分析基礎(chǔ)上探討了基層政府執(zhí)行力存在的問(wèn)題。 第四部分根據(jù)上述相關(guān)理論基礎(chǔ)主要從集體行動(dòng)、組織、系統(tǒng)、管理、服務(wù)等五方面對(duì)于基層政府執(zhí)行力問(wèn)題出現(xiàn)的原因做出具體分析。 第五部分就提升我國(guó)基層政府執(zhí)行力的路徑做出分析。論文認(rèn)為應(yīng)該從心態(tài)意識(shí)、動(dòng)態(tài)過(guò)程、組織形態(tài)、執(zhí)行生態(tài)、績(jī)效評(píng)估等方面提升基層政府執(zhí)行力。
[Abstract]:Premier Wen Jiabao's report on the work of the Government made at the fourth session of the Tenth National people's Congress on March 5th 2006 clearly pointed out the need to "establish and improve the administrative accountability system." "this is the first time that the concept of" executive power of the government "has been written into the official documents of the central government, and it marks that the construction of the" executive power of the government "has been formally brought into the realm of state governance. It also shows that the "government executive power" has attracted the attention of the central government, so strengthening the construction of the government executive power and paying attention to the study of the government executive power have profound theoretical value and practical need. The county and township government is the direct executor of the national policy, is at the bottom of the administrative organization system, and is the "nerve ending" of the administrative organization system of our country. The executive power of the county and township grass-roots government is the key factor of the success or failure of the policy implementation in our country. But in fact, the problem of executive power of grass-roots government is becoming the bottleneck of deepening the reform of administrative system in our country. However, this extremely important issue has been ignored all the time and has not entered the mainstream view. The executive power of grass-roots governments is directly related to the vital interests of the public. It is precisely in this sense that the public relies on the judgment of the executive power of grass-roots governments to evaluate the overall effectiveness of government organizations. We believe that the executive power of the grass-roots government is related to the credibility and legitimacy of the administrative organization system of the government. In such a strategic height, this paper attempts to examine the current situation of the executive power of the grass-roots government. The problems and causes of the executive power of the grass-roots government are analyzed accordingly, and the corresponding suggestions are put forward in theory in order to help the improvement and improvement of the executive power of the grass-roots government. The full text is divided into five parts:. The first part draws the basic government executive power and its related concepts from the relevant research on the executive power in the field of industry and commerce, and makes a general analysis on it, and points out the grass-roots government executive power and its research significance. The second part discusses the basic theories of collective action theory, organization theory, system theory, new public management theory, new public service theory and so on. And analyzed the above theory to the grass-roots government executive power reference function and the enlightenment. The third part reviews and reflects on the history of the executive power of the grass-roots government, and makes a concrete analysis of the current situation of the executive power of the grass-roots government, and probes into the existing problems of the executive power of the grass-roots government on the basis of historical review and practical analysis. According to the above theoretical basis, the 4th part makes a concrete analysis on the causes of the executive power of grass-roots government from five aspects: collective action, organization, system, management, service and so on. In the 5th part, the author makes an analysis on the path of improving the executive power of the grass-roots government in China. The paper thinks that the executive power of the grass-roots government should be enhanced from the aspects of mentality, dynamic process, organizational form, execution ecology, performance evaluation, and so on.
