【摘要】：本文以田野調(diào)查為基礎(chǔ),深入分析四川G縣"偷礦"現(xiàn)象和偷盜者行為的社會文化邏輯,認為"偷礦"行為與地域和族群并不存在本質(zhì)關(guān)聯(lián),而是與圍繞資源開發(fā)暴露出來的經(jīng)濟制度設(shè)計缺憾、人文關(guān)懷缺乏以及發(fā)展決策缺少基層社區(qū)參與有關(guān)。因此,要擺脫這類困境,不能僅僅表面性地考慮法律問題,還應(yīng)落實國家在經(jīng)濟和文化方面賦予少數(shù)民族的自治權(quán),保障其自主參與發(fā)展的決策權(quán)益,使當(dāng)?shù)厝伺c外來投資者通過民主協(xié)商的程序來達成發(fā)展的共識,從而體現(xiàn)當(dāng)?shù)厝说募覉@主體性,化解資源管理的困境,促進民族團結(jié)、地方社會發(fā)展與社會的和諧穩(wěn)定。
[Abstract]:On the basis of field investigation, this paper analyzes the social and cultural logic of the phenomenon of "stealing ore" and the behavior of thieves in G County, Sichuan Province, and concludes that there is no essential relationship between the behavior of "stealing ore" and the region and ethnic group. It is related to the imperfections in the design of economic systems, the lack of humanistic care and the lack of grass-roots community participation in development decisions, which are exposed around the exploitation of resources. It should also implement the economic and cultural autonomy granted by the State to national minorities, guarantee their right to participate independently in decision-making for development, and enable local people and foreign investors to reach consensus on development through a process of democratic consultation, Thus the local people's home subjectivity is embodied, the predicament of resource management is resolved, the national unity is promoted, and the local social development and social harmony and stability are promoted.
