【摘要】：伴隨上世紀末國企改革的浪潮,我國在城市建立了最低生活保障制度,目的主要是保障國企改革的順利進行和國有企業(yè)下崗職工的基本生活。此后,該制度逐漸擴展到整個城市地區(qū)。1999年9月,國務(wù)院頒布了《城市居民最低生活保障條例》,2014年國家出臺了《社會救助暫行辦法》。目前我國已經(jīng)建立起以城市最低生活保障制度為主體,以優(yōu)惠政策和臨時救助制度為補充,以教育、醫(yī)療、住房救助和法律援助相配套的綜合性救助體系。經(jīng)過多年的發(fā)展,我國城市貧困救助制度的體系框架已經(jīng)形成,建立起了以城市居民最低生活保障制度為核心的救助體系,在保障貧困群體基本生活、緩解貧困方面發(fā)揮了重要的作用。但由于其目標定位不恰當、救助水平低、救助方式單一、管理體制不順等問題的存在,貧困救助制度的公平性受到質(zhì)疑。本文對于正確把握現(xiàn)行貧困救助制度的公平性,厘清我國貧困救助制度進一步發(fā)展完善的思路,采取積極有效措施促進貧困救助制度的發(fā)展完善具有一定的參考價值。本文從社會公平和正義的角度出發(fā),基于我國當前經(jīng)濟社會的新形勢,深刻剖析貧困群體形成的原因,對現(xiàn)行制度做出公平性欠缺的基本判斷;綜合分析了現(xiàn)行制度在目標定位、制度設(shè)計、管理體制、對外部環(huán)境的影響等多個方面存在的問題,揭示了當前貧困救助制度公平性欠缺的根源,在于制度目標定位偏低、制度設(shè)計不合理、管理體制不順等。文章從積極救助的角度出發(fā),提出解決新形勢下貧困問題的現(xiàn)實路徑——“政府救助+個人自助”的理想選擇,這是基于我國現(xiàn)實國情和貧困群體現(xiàn)狀的明智選擇,也是我國貧困救助制度發(fā)展完善的理想路徑。
[Abstract]:With the end of the last century state-owned enterprises reform, China has established a minimum living security system in the city, the main purpose is to guarantee the basic life of SOE reform smoothly and the laid-off workers of state-owned enterprises. Since then, the system has gradually extended to the whole city area.1999 in September, the State Council promulgated the "city residents Protection Ordinance >, in 2014 the state issued a" Interim Measures of social assistance. At present, China has established the city minimum living security system as the main body, with preferential policies and temporary relief system as a supplement, to education, medical care, comprehensive relief system of housing assistance and legal aid matching. After years of development, system framework the city's poverty relief system has been formed, to establish the minimum life guarantee system of city residents as the core of the relief system, in ensuring the basic life of poverty, to alleviate poverty. It has played an important role. But because of its location is not appropriate, low level of assistance, relief way is single, the management system is not smooth and other problems exist, the fairness of the poverty relief system has been questioned. This paper for fairness to correctly grasp the current poverty relief system, clarify China's poverty relief system to improve the idea of further development and take effective measures to promote the development of poverty relief system has some reference value to improve the social fairness and justice. From the point of view, the new situation of China's current economic and social based on a profound analysis of the reasons of poverty population formation, the basic lack of fair judgment of the current system; comprehensive analysis of the current system in the target positioning, system design, management system, the environmental impact of external problems in many aspects, reveals the current poverty relief system lack of fairness of the root The source and target location system is low, the system design is unreasonable, the management system is not smooth. This article from the perspective of positive relief, put forward a practical path to solve the problem of poverty under the new situation the ideal choice of "government relief + personal self-help", this is a wise choice for China's actual conditions and the poverty groups based on the present situation. China is the ideal path to improve the development of poverty relief system.
