【摘要】：基礎(chǔ)設(shè)施具有普惠性的作用,但其資金需求量大,前期投入成本高。在基礎(chǔ)設(shè)施的籌建中,各國政府都面臨資金匱乏的情況。PPP模式作為一種新的投融資模式,很好的詮釋了一種新型的政府與社會資本之間的關(guān)系。運(yùn)用PPP模式的意義體現(xiàn)在三個方面。首先,PPP模式最重要的意義在于可以刺激市場的活躍度,同時能夠加快促進(jìn)政府轉(zhuǎn)變職能。其次,借助市場的技術(shù)和競爭優(yōu)勢,發(fā)揮市場相比于政府獨(dú)有的優(yōu)勢,提高為人民群眾服務(wù)的水平。最終,一定程度上能夠帶來政府、社會資本和公眾共贏的局面。由于中國目前對于PPP模式仍處于探索階段,因此政府無論在角色扮演,還是在工作定位上尚存在許多問題。首先雙重身份交錯,糾紛受理難;其次,政府的行政級別以及管理職權(quán)劃分不清楚,協(xié)調(diào)管理難。由此導(dǎo)致諸如政府的參與角色與監(jiān)管角色沖突等問題�；谏鲜鰡栴},本文結(jié)合我國基本國情,主要對PPP模式中各參與方的關(guān)系進(jìn)行了理論分析,特別是在理論上對政府在基礎(chǔ)設(shè)施領(lǐng)域PPP模式中的理性角色進(jìn)行了分析和路徑探索。這為我國基礎(chǔ)設(shè)施領(lǐng)域PPP模式中政府職能的轉(zhuǎn)變和理性定位提供了理論基礎(chǔ)和依據(jù)。本文研究的現(xiàn)實(shí)意義:提高PPP模式在基礎(chǔ)設(shè)施領(lǐng)域運(yùn)行的成功率;推動基礎(chǔ)設(shè)施領(lǐng)域政府職能改變,提高基礎(chǔ)設(shè)施供給水平。理論意義:有助于豐富基礎(chǔ)設(shè)施領(lǐng)域PPP模式的理論研究;為我國基礎(chǔ)設(shè)施領(lǐng)域PPP模式中理性政府角色定位提供了一定的理論參考。本文在以下兩個方面體現(xiàn)了一定的創(chuàng)新性:第一,研究視角上的創(chuàng)新。論文以政府角色定位作為研究視角,體現(xiàn)了一定的創(chuàng)新性。第二,研究內(nèi)容上的創(chuàng)新。本文考察了我國政府在基礎(chǔ)設(shè)施領(lǐng)域PPP模式中職能轉(zhuǎn)變的迫切性和難點(diǎn),借鑒國外基礎(chǔ)設(shè)施領(lǐng)域PPP模式中的政府角色,提出了理性政府角色的路徑探索,在內(nèi)容上體現(xiàn)了一定的創(chuàng)新性。
[Abstract]:Infrastructure has an inclusive role, but its capital demand is large, and the cost of pre-investment is high. In the process of infrastructure construction, the governments of all countries are facing the situation of lack of funds. PPP model is a new mode of investment and financing. A good explanation of the relationship between a new type of government and social capital. The significance of using the PPP model is reflected in three aspects. The relationship between each participant in PPP mode is analyzed theoretically. In particular, the rational role of the government in the PPP model in the field of infrastructure is analyzed and explored theoretically, which provides a theoretical basis for the transformation and rational orientation of government functions in the PPP model in the field of infrastructure in China. The practical significance of this study is to improve the success rate of PPP in the field of infrastructure; To promote the change of government functions in the field of infrastructure and to improve the level of infrastructure supply. Theoretical significance: it is helpful to enrich the theoretical research of PPP model in the field of infrastructure; It provides a certain theoretical reference for the rational government role positioning in the PPP model of infrastructure in China.
