【摘要】：社會(huì)救助制度是貧困群體的"最后一張安全網(wǎng)",在保障弱勢(shì)群體和抵御社會(huì)風(fēng)險(xiǎn)中發(fā)揮關(guān)鍵作用。新時(shí)期,"全景式"反貧困治理面臨支出型貧困、階層固化、貧困代際傳遞、救助成本攀升矛盾等新風(fēng)險(xiǎn),制約社會(huì)治理的功能發(fā)揮。以"全景式"反貧困安全網(wǎng)編織為切入點(diǎn),統(tǒng)籌城鄉(xiāng)低保制度和扶貧開發(fā)政策的有效銜接,需運(yùn)用積極的社會(huì)政策組合工具,借鑒國(guó)外安全網(wǎng)編織技術(shù)經(jīng)驗(yàn),整合低保救助制度與專項(xiàng)救助制度無(wú)縫銜接,推進(jìn)制度整合進(jìn)程,保障公民生存權(quán)促進(jìn)社會(huì)公平、正義。
[Abstract]:The social assistance system is the "last safety net" for the poor, and plays a key role in safeguarding the vulnerable and resisting social risks. In the new period, the "panoramic" anti-poverty management is faced with expensation-type poverty, class solidification, and intergenerational transmission of poverty. New risks, such as the rising cost of relief, restrict the function of social governance. With the "panoramic" anti-poverty safety net weaving as a starting point, we can coordinate the effective linkage between the urban and rural minimum security system and the policy of poverty alleviation and development. It is necessary to use active social policy combination tools, draw lessons from the experience of foreign safety net weaving technology, integrate the system of minimum living allowance and special aid system seamlessly, promote the process of system integration, and guarantee the right of citizen's existence to promote social equity and justice.
