【摘要】：基于31個(gè)省份的面板數(shù)據(jù),分析了地方政府在低保支付決策中能否踐行與收入增長相掛鉤的"科學(xué)性原則",還是僅遵循與財(cái)政能力相關(guān)的"現(xiàn)實(shí)性原則"。結(jié)果顯示:地方財(cái)政預(yù)算約束與中央財(cái)政投入對(duì)城市低保支付水平均具有顯著影響;人均可支配收入對(duì)城市低保標(biāo)準(zhǔn)盡管也產(chǎn)生了獨(dú)立的正向影響,但城市低保標(biāo)準(zhǔn)上升速度顯著慢于人均收入增速�；诖�,認(rèn)為在加大中央低保轉(zhuǎn)移支付力度的同時(shí),應(yīng)推動(dòng)低保標(biāo)準(zhǔn)制定權(quán)向中央政府層面回收與集中,以確保城市低保支付水平得到實(shí)質(zhì)性提升。
[Abstract]:Based on panel data for 31 provinces, This paper analyzes whether the local government can practice the "scientific principle" which is linked to income growth in the decision making of minimum guarantee payment, or only follow the "realistic principle" related to fiscal capacity. The result shows that the local fiscal budget is restricted and moderate. Central financial input has a significant impact on the level of urban minimum living standards; Although the per capita disposable income has had an independent positive impact on the urban minimum living standard, the urban minimum living standard has risen at a significantly slower rate than the per capita income growth rate. Based on this, it is considered that while increasing the transfer payment of the central minimum living standard, It is necessary to promote the centralization and recovery of the minimum standard setting right at the central government level to ensure that the urban minimum living standard payment level is substantially improved.
